Subject: Public Outreach During Construction Projects
1. WHY THIS MATTER IS BEFORE THE BOARD
The Board requested a review of the public notification procedures for construction
projects.
2. HISTORY
The Water Department undertakes at least one capital construction project each
year. The Water Department has established a program that is undertaken on each
project to inform affected property owners regarding the project. The program
involves:
1) Newsletter Articles — The Tahoe Donner Association publishes a monthly
newsletter. For the past few years, the District has written an article and
accompanying map for inclusion in the newsletter. A similar article was prepared for
the Glenshire area newsletter for 2008. A sample article from the May 2007 Tahoe
Donner News is attached.
2) TDPUD website — Basic information regarding ongoing construction activities is
posted on the District's website. This information is updated every 1-2 weeks.
3) Written Notices — About 1-2 weeks prior to construction along a given street, the
District will produce a written notice. This notice is printed on District letterhead and
distributed by the contractor using door hangers. A sample article from the summer
of May 2007 is attached.
The above notices are general in nature. Sometimes, it is necessary to implement a
scheduled shut down of water service to accomplish tie-ins and connections between
old pipe and newly constructed pipe. In those cases, the District utilizes its standard
notification procedure for a scheduled shut-down. This involves a written door
hanger notice delivered between 48 and 72 hours before the scheduled shut down.
The door hanger notice gives the exact date and time of the outage.
3. NEW INFORMATION
Beginning in 2008, the Water Department will also mail a notice to property owners
along the affected routes about 2-3 weeks prior to commencing construction.
4. FISCAL IMPACT
There is no direct fiscal impact to the District. Staff time needed to prepare the
notices is considered part of the management of the given project.
5. RECOMMENDATION
Receive this report and provide comment to staff.

Dear Basel Place Resident:
During the week of May 1, the Truckee Donner Public Utility District (District) will begin a
pipeline replacement project on Basel Place. The construction work will be performed by Hard
Line Excavating of Truckee, California, under contract to the District.
This project will involve installing about 400 feet of pipeline along the shoulder of the road. The
construction work is currently scheduled from 7:00 AM to 5:30 PM on Monday through Friday.
Construction is not planned for Saturday or Sunday. it is expected that construction will last for
about one or two weeks.
During construction, there will be pieces of heavy machinery and workmen in the area. The
contractor will try to maintain one lane of traffic on Basel Place for local residents only during
the construction period,but closure of the road may be necessary at times. Please take care and
allow adequate time in your schedule to accommodate the construction work.
For the most part, water service to your house should not be disrupted. Towards the end of the
construction period, water service to Your residence will be shut off for about a 4-hour period in
order to disconnect your house from the old pipe and connect it to the newly installed pipeline.
