Attached is a letter from Katherine Hudson, Clerk of the LAFCo Board, enclosing a
ballot showing the names of:
* Kurt Grundel, Penn Valley Fire Protection District
* Frederick A. Hoffineyer, Ophir Hill Fire Protection District
The ballot must be returned it LAFCo no later that June 2, 2008

The steps for mail nomination and election of a LAFCo district member are as

1. A notice requesting nominations is sent to each Independent Special

2. Nominations are made by district resolution; nominating resolutions were
received by April 10, 2008, for the following persons:

Neither nominee provided a candidate's statement, so none is included.

Clerk to the Commission 3, The ballot packets are sent to each Independent Special District for
Kate Duroux completion and return within not less than thirty(30) days. The ballot
Assistant Clerk may not be photocopied—only the original ballot will be counted.
Only the Chair of a district's Board of Directors or a substitute appointed
by the Board may complete and sign the ballot. (If a substitute is to sign
the ballot, a copy of the resolution appointing him or her must be included
with the ballot returned to LAFCo.) Lack of this person's original
signature on the ballot will invalidate that district's vote.
4. The ballot must be returned to LAFCo no later than the date stated on the ballot: June 2,
2008. Ballots received after 5:00 p.m. on that date will be invalid and will not be counted.
Because in the present instance the election could not be completed before LAFCo's next
meeting(May 15, 2008), an unusually long period(six weeks) will be allowed for return of
the ballots. Mr. Grundel will continue to serve as District Member during this period.
5. In an effort to assure that every district has an opportunity to cast its vote,regardless of its
meeting schedule, and in recognition of the time required for mail delivery between Nevada
City and Truckee, copies of this ballot packet will be transmitted by email and/or fax to dis-
tricts which have such service. This is done for information purposes, so that districts will
have ample lead time to put the vote on their meeting agendas. Only the origLinal ballot
received by mail is to be marked, signed and returned to LAFCo, however.
6. The votes will be tallied by LAFCo staff, in the presence of a witness not affiliated with
LAFCo or any nominee, within seven(7) days. (Anyone wishing to witness the tally should
call the LAFCo office to be informed of the date, time and place of the tally.) Results of the
election will be sent to each special district and each nominee.

PLEASE NOTE: Failure to obtain a quorum for a meeting of the Special District Selection
Committee to select a LAFCo member has resulted in return to the mail ballot procedure. Please
note, however, that the choice of method is up to the Independent Special Districts of Nevada
Countv, not LAFCo. Districts that would prefer to have the Selection Committee meet in person to
submit nominations and conduct an election may submit a written request to the LAFCo office. If a
majority of the districts sign such a request, that method will be used for the next election of a
district member or alternate.
