Consultants for Geotechnical Testing Services for the 2008
Construction Projects

The District then created a Master Services Agreement with Converse Consultants.
Geotechnical testing services were provided by Converse to the District for 2006, and 2007
under separate task orders.
In April 2008, the Board approved an initial Task Order with Converse Consultants to cover
geotechnical testing services associated with the District's planned 2008 construction projects.
The amount of that task order was $47,996 and was based upon a total effort of about 600
man-hours throughout the Summer.
3. NEW INFORMATION
The 2008 pipeline construction has been completed. Over the course of the Summer, it was
necessary for Converse Consultants to expend about 1,060 hours to perform the necessary
geotechnical testing. The additional required manpower effort resulted from a few factors:
1) Unanticipated subsurface conditions that required additional field work.
2) Lack of consistent organization and procedures by Pacific Rim Construction (PRC).
In prior years, the District's construction contractors worked in a consistent manner
and the District was able to schedule geotechnical testing at the same time each
day. However, PRC often did not have that level of organization and it was
necessary for Converse to spend additional time on site early in the work day.
3) Extended working hours due to PRC consistently working beyond 4:00 PM, at
sometimes as late as 7:00 PM, requiring both District inspectors and Converse
technicians to work additional hours.
4. FISCAL IMPACT
The original task order was approved for an amount of $47,996. Converse is requesting an
additional $36,500 to cover the additional man hours expended during the Summer of 2008.
The funding source for this cost would be the Water Department 2006 COP.
5. RECOMMENDATION
1) Approve a modification of the contract with Converse Consultants for geotechnical
testing services to increase the contract amount from $47,996 to$84,496.
2) Authorize the transfer of an additional $36,500 from Water Department COP funds to the
ater Departmerd General Fund to cover this cost.
