1. WHY THIS MATTER IS BEFORE THE BOARD to conform to District
The District Code should periodically be reviewed and updated
Board policies, new applicable laws, regulations and District procedures.
2. HISTORY
Title 7 Electric Service has not been revised in many years. it is a compilation of
resolutions, ordinances, minute orders, management directives and memos from 1970
and prior to 2007.
3. NEW INFORMATION
There have been many proposed revisions to the Code including format changes,
clarification of wording and in some cases changes to the policies and proc
Many of the changes reflect removal of construction standard information from the
Code as these reside in a stand-alone Construction Standard Manual.
Attached are the following items:
1 Resolution "Adopting Amendments to the District Code Title 7, Electric Service"
2) Highlights of the major changes;
3) A draft version of Title 7 incorporating all of the proposed revisions; and
4 A redline copy comparing the proposed changes to the original text.
4. FISCAL IMPACT
There is no direct fiscal impact due to the proposed revisions to Title 7.

AMENDMENTS TO THE DISTRICT CODE
TITLE 71 ELECTRIC SERVICE
WH
EREAS, the Board of Directors of the Truckee Donner Public Utility District wishes to amend the
District Code Title 7, Electric Service; and
WHEREAS, the District Code provides rules and regulations intended to convey acomprehensive
description of the manner in which the District provides and administers the distributionelectricity
p
its customers; and
WHEREAS, periodically,
eriodically, the District Code should be reviewed and updated to conform to District
Board directives, new applicable laws and regulations and improvements; and
WHEREAS, a workshop was held on October 15, 2008 for the Board to review and comment on the
proposed changes to Title 7; and

EREAS the revised version of Title 7 will bring the District's electric policies up-to-date and will

replace all preceding resolutions, ordinances, minute orders and board directives in Tit e
7.
NOW
THEREFORE, BE IT RESOLVED, that the Board of Directors does hereby adopt the amended
District Code, Title 7, Electric Service.

RE: Amendment to District Code Title 7 ELECTRIC SERVICE
Dear President Taylor and Directors:
The Contractors Association of Truckee Tahoe is a regional trade association
representing 280 member companies across the spectrum of the building industry. Many of our
members are construction customers and utility ratepayers of the District. Thank you for this
opportunity to comment on the code changes tonight.
I met with Steve Hollabaugh on October 24 to go over this change. Subsequently, I sent
out the draft of Title 7 to our Board and Local Government Affairs Committee. The only
comment I received back was a request to insert a simple sentence that clarifies no double
payment of facilities fees. This is what is shown in your draft:
7.20.010.2 Temporary services existing for longer than one year will be required to pay
applicable facilities fees.
Our suggestion is to add the sentence: At a later date, if the temporary service becomes
permanent, those facilities fees will be considered paid."
We are aware that District staff is proposing a third sentence regarding the need to pay
additional facilities fees if panel size increases. We have no problem with that.

TEMPORARY SERVICE

7.20.010.1 The District will supply temporary service to customers under the following
conditions:
7.20.010.1(A) Where temporary service is not intended to transfer to that of a permanent
status, the applicant will be required to pay to the District in advance, the estimated cost of
installing and removing the facilities required, as determined by the District.
The applicant shall be required to place a deposit in accordance
with the District's rules and regulations.
7.20.010.1(B) Where temporary service is for the purpose of construction and the service will
ultimately transfer to permanent single,phase, the customer shall be required to pay applicable
connection and facilities fees for permanent service.
7.20.010.1(C) Where temporary service is for the purpose of construction and the service will
ultimately transfer to permanent three phase, the customer shall be required to pay applicable
connection and facilities fees for temporary service. In order to establish permanent service,the
customer will be required to pay the actual cost for the permanent service connection and
facilities fees as established by the District.
