WHY THIS MATTER IS BEFORE THE BOARD Board approval is required for purchases greater than $15,000. 2. HISTORY The main office was originally constructed with no exterior sheltered parking. At that time, there was sufficient garage space for critical vehicles and equipment parking (i.e. line & bucket trucks). As our customer base has grown there has been a coinciding growth in the District's fleet to maintain the expanded electric and water facilities. We are no longer able to protect our valuable fleet & equipment investment from the elements. During the harsh winter months, vehicles and equipment that are parked outdoors are periodically damaged and routinely buried in snow. District employees spend costly labor-hours removing snow from vehicles and materials stored outside. Of great concern, is the critical time lost clearing snow from vehicles and equipment prior to responding to electric and water system outages and emergencies. These issues will be greatly reduced or eliminated by constructing adequate sheltered parking areas in our existing Corporation Yard. 3. NEW INFORMATION A group of District employees was assembled and tasked with identifying a solution to the vehicle parking problem. This group developed a plan for construction of up to five covered parking areas. Sketches of the locations for these areas are attached. The most important cover is Unit # 3 that provides cover for 20 vehicles, many of which are used for emergency response. An RFP was issued on September 2 The RFP included the design, engineering, fabrication, delivery, and erection (including footings)for five individual covered parking structures. Proposals were opened on October 29th. The District received six proposals, all of which included required paperwork and were found to be responsive. The following table is a summary of the cost proposals for all 5 possible structures. The RFP was structured to account for award of any or all structures. The RFP was also structured to require respondents to provide costs for a common "as-specified" design and allowed for respondents to provide a cost for an alternate design of their choosing. Plummerbuilt also submitted an alternate proposal that utilizes a 26 gage purling bearing rib roof rather than the specified 24 gage standing seam roof. This alternate design meets the structural requirement and will save the District $43,882 in the overall project cost, and $10,058 on Unit# 3. 4. FISCAL IMPACT Since the FY08 Budget was developed and approved, a decision not to pursue an expanded Corporation Yard at the former Steele property has been made in favor of a future single equipment storage building. Included in the approved FY08 Budget is $400,000 for the Corporation Yard. Staff proposed to use a portion of this funding to construct Unit# 3. The cost for this structure is $144,748. During the 2007/2008 winter season, approximately $70,000 in labor costs was directly attributed to snow removal. With the construction of Unit # 3, we anticipate approximately $401000 per year in labor savings, allowing an approximate 3 y ear payback. A decision on whether or not to recommend award of a construction contract for Units 1, 2, 4 & 5 will be made after this winter so that the effectiveness of this cover system can be evaluated. 5. RECOMMENDATION Award a contract in the amount of $151,985 which includes a 5% change order authority to Plummerbuilt for construction of a parking cover. Michael D.
