Subject: Adoption of the CEQA Negative Declaration for the Stockholm
Pump Station Replacement Project
1. WHY THIS MATTER IS BEFORE THE BOARD
Board action is required to adopt a Negative Declaration and Notice of Determination under
CEQA.
2. HISTORY
The Stockholm Pump Station is located on a parcel of District-owned property on Stockholm
Way in the Tahoe Donner subdivision. The pump station building is a wooden stick frame
structure with a metal roof that was constructed in the early 1970s. The building and pumping
equipment are in fair condition and in need of significant upgrades.
There is also an existing 320,000 gallon steel storage tank at the Stockholm site. The 2004
Water Master Plan Update identified the need to construct additional storage volume at this
site. The pump station is in close proximity to the existing tank and it is not feasible to
construct additional storage with the pump station building in its current location.
Due to the issues associated with additional storage volume, the need for additional pump
capacity to serve future demand and the relatively poor condition of the existing building, the
Water Department has determined that construction on a new pump station structure at a
different location on the existing parcel is preferred. Construction of this new pump station
structure is currently planned for the Summer of 2008.
In March 2008, the Board awarded a contract for environmental consulting services to Inland
ecosystems of Reno, Nevada. One component of this contract entailed performing a CEQA
review of the Stockholm Pump Station Replacement project.
On July 2, 2008 the CEQA Initial Study for the project was presented to the Board and
approved. On July 16, 2008, a public hearing regarding the CEQA Initial Study was held. No
comments were received at the public hearing.
3. NEW INFORMATION
The 30 day public review period is complete as of August 6, 2008. The District has not
received any comments regarding the project and there is no new information at this time.
4. FISCAL IMPACT
The Board previously awarded the contract for preparation of the CEQA Initial Study to Inland
Ecosystems. There is no direct cost associated with approval of the Initial Study.
5. RECOMMENDATION
The Board take the following actions regarding the environmental review for the Stockholm
Pump Station Replacement project
1. Adopt the Final Negative Declaration
2. Approve the project for purposes of CEQA
3. Authorize the filing of the Notice of Determination with the Office of the Nevada County
Clerk
4. Adopt the De Minimis Impact Finding and authorize the filing of the Certificate of Fee
Exemption with the Nevada County Clerk
5. Adopt a finding that the draft documents as circulated and the negative declaration
eflect the istrict's independent judgment
