This is an increase of 14% compared to April 2022, likely due to the impacts of an extended winter season. Electric Infrastructure Improvement Projects Currently in Progress • Bridge Street Undergrounding Project • Pole Replacement Project • Martis Valley Substation Upgrade Project (Preliminary Design) Legislative and Regulatory Updates Staff from California Municipal Utilities Association(CMUA)will provide a brief presentation at the June 71h meeting on the legislative and regulatory landscape in California for 2023 Financial Planning: Energy rates through the UAMPS pooled energy procurement markets have continued to normalize following the recent energy price spikes experienced in the second half of 2022 and early 2023. Average rates for April 2023 were approximately $65/MW compared to $75/1\4W in April 2022 The District received$476,000 in funds as a results of a joint powers legal settlement between the members of NCPA and the Central Valley Project Improvement Act(CVPIA). Members of NCPA who participated in purchase power agreements with CVPIA between FY2008 and FY2020 were awarded recovery of financial damages related purchase power costs. The total settlement was more than $81M. After accounting for legal and administrative costs, the settlement funds were distributed proportionately among the 14 NCPA member agencies based upon their relative share of energy purchased from the project. The funds received by the District are cost recovery (non-revenue) and will be placed in the electric utility operating reserves. During the budget workshops later this calendar year, staff will present to the Board potential options to place available funds into rate reserves. Page 5 of 315 Community and Customer Engagement: • Truckee Rotary o Truckee Day, June 3rd- Trash clean-up along Glenshire Drive o Youth Fishing Derby June 17th—Cold Stream • Truckee Tahoe Workforce Housing Association o TTWHA continues to develop housing assistance solutions for local workforce. For 2023 the TTWHA is expanding the scope of services offered beyond local public agency workforce needs to the larger local workforce population. The expansion of services is intended to enhance the long term sustainability of programs through a broader range of funding opportunities and measureable impacts to our communities. o Executive Director of TTWHA, Emily Vitas has announced her plans to step down from her position later this summer to pursue other opportunities for her and her family. TTWHA is currently in the process of establishing a succession plan and actively recruiting candidates. Emily has been an amazing team member in building the agency from its inception through the development of a formal strategic plan, and implementation of successful workforce housing programs. Emily's leadership and passion will be missed. Emily intends to remain connected and involved with TTWHA in support of achieving the long term strategic goals, but from more of an advisory role. • ACWA Spring Conference- Monterey, CA o Participated as a guest speaker on a strategic panel related to strategies for utility compliance with California's Advanced Clean Fleet Rule. Presentation on the District's challenges and opportunities in achieving compliance with the ACF rule, continued efforts in partnering with California Air Resources Control Board in amending the rule to facilitate compliance and mitigate the associated risks to water and electric utility service reliability and public safety. • West River Street Streetscape Project o District continues to collaborate with Town of Truckee on this project. The District's major contribution is partnering in cost sharing opportunities for undergrounding of overhead electric utilities and water pipeline alignments. • River Street Revitalization Steering Committee o The Town of Truckee has asked for our participation on the River Street Revitalization Steering Committee as a local public utility agency and local land owner. • Tahoe Institute for Natural Science (TINS) Board of Directors o I have been asked to serve on the TINS Board of Directors. TINS is a non-profit organization supporting natural science education and engagement for all ages across the Tahoe-Truckee basin. They have demonstrated exemplary work in providing hands on natural science education for more than 65,000 youth participants since their inception. The District will have the opportunity to develop physical and mental wellness programs for all of our staff(and family) Page 6 of 315 who wish to participate, facilitated through personal engagement with the amazing natural environment that surrounds us. • Truckee Area Managers Meeting-May 24tn o Local public agency managers meet every other month as an opportunity to update our public partners with upcoming projects, trends, challenges and opportunities, collaborate on potential solutions or shared resources, and build communication. • In 2022 the District began the process of transitioning to paperless utility billing practices. To date, 84% of TDPUD customers have transitioned to paperless billing • New Agenda Management Software o The District has deployed a new Agenda Management Software intended to bring more streamlined efficiencies and consistency to the board agenda and staff report development process. The Board of Directors will be introduced to some new tools associated with the software in the coming months. Strategic Planning • Electric Utility Director Recruitment o The District has engaged WBCP as our recruiting firm. o The deadline for applications is June 5, 2023. We have received a rich list of interested applicants to date. o Staff will have the opportunity to review the pool of applicants with the recruiter on June 20tn o The first phase of interviews are scheduled to be held on June 26tn • Meeting with Nevada County Local Agency Formation Commission(LAFCo) o Met with Nevada County LAFCo Executive Officer to discuss existing and upcoming projects ■ TDPUD Community Wide Broadband Initiative ■ Updated Sphere of Influence Maps • New Agenda Management Software o The District has deployed a new Agenda Management Software intended to bring more streamlined efficiencies and consistency to the board agenda and staff report development process. The Board of Directors will be introduced to some new tools associated with the software in the coming months. • District Strategic Plan Update— Strategic Initiatives Review Workshop o A very productive and collaborative Strategic Planning Workshop was held with TDPUD Board of Directors and executive leadership staff. The primary topics of discussions were related to review and evaluation of the District's four strategic initiatives, how they have evolved, new relevant information, and how best to develop them moving forward. The District will be scheduling future workshops to further develop the initiatives with metrics for success. Page 7 of 315
