Brian C. Wright, General Manager RECOMMENDATION: Authorize the General Manager to execute a contract extension with Fringe Studio for architecture design of the East Office and Board Room remodel for FY23, with the option to extend by one additional year if necessary. BACKGROUND: Code section 3.08.050 — Procedure for Entering into an Agreement for Special Services At the November 3, 2021 Board of Directors meeting, the Board approved funding of a project for the design and remodel of the East Office and Board Room in the FY2022 budget. At the December 1, 2021 Board of Directors Meeting, the Board authorized the General Manager to execute a contract with Fringe Studio in the amount of $41,000 plus a 10% change order for an amount not to exceed $44,900, for the design of the East Office and Board Room remodel. The project was initiated in the interest of aligning with the District's Strategic Plan goal of "Developing an inclusive culture drives organizational integration and success" by relocating key workspaces from the upper floor to the lower floors, and vice versa. One such relocation was the General Manager's office to the lower floor, intended to enhance accessibility and engagement throughout all levels of the organization and community. The planned remodel facilitates an environment of open and transparent communication, as well as support across all operations. Staff also identified the need to complete some minor remodel work within the Board Room to address the layout of staff and attendees of public Board meetings and improve lighting within the space. An upgrade to the Board Room will improve the general utility of the space and accommodate the emerging need for hybrid meeting accessibility (virtual and in-person). Page 1 of 3 Page 21 of 315 Fringe Studios worked with the District on several interior remodel projects and previously designed the lobby, customer service, and upstairs offices in a newer, more open concept. Keeping the same design throughout the upper and lower floors provides a similar feel and approachability. ANALYSIS AND BODY: Fringe Studios is nearing completion of several aspects of "Basic Design Services" for the east office, inclusive of construction documents, as outlined in the contracted scope of work and has provided conceptual design ideas for the Board Room remodel. Staff recommends approval to authorize the General Manager to execute a contract extension with Fringe Studios for continued collaboration with staff for design, submittal of application for project permit with the Town of Truckee Building Department, and development of bid documents for the public bid process for the East Office remodel. Staff will then continue to collaborate with Fringe Studios to continue the design of the Board Room remodel. GOALS AND OBJECTIVES: District Code 1 .05.020 Objectives: 1. Take the best of private sector thinking to modernize the utility and add value to our communities. FISCAL IMPACT: There is no additional fiscal impact associated with this item. The Board authorized the General Manager to execute a contract with Fringe Studio in the amount of$41,000 plus a 10% change order for an amount not to exceed $44,900, for the design of the East Office and Board Room remodel.
