Subject: Presentation on Truckee River Operating Agreement
1. WHY THIS MATTER IS BEFORE THE BOARD
Ultimately, approval of the referenced agreement will require Board approval.
2. HISTORY
Truckee River Operating Agreement (TROA) applies to Truckee River Basin, Tahoe
Basin, and the Carson River Basin in Nevada, from Reno/Sparks to Pyramid Lake.
Truckee-Carson-Pyramid Lake Water Rights Settlement Act (1990) Public Law
101-618 requires five parties to sign the Agreement. The execution of TROA provides
equitable apportionment of the waters of the Truckee River, Carson River and Lake
Tahoe between California and Nevada.
3. NEW INFORMATION
TROA would implement the Act's allocation of 32,000 acre feet per year to California
in the Truckee River Basin with the remainder of the flow to Nevada. TROA would
preserve existing water rights and recognize initiation of new water rights in California
within the Act's allocation. It would create California Municipal & Industrial Credit
Water and Environmental Credit Water Account. The goal of this is to enhance water
management flexibility, water quality, conditions for Pyriamid Lake fishes, increase
flows and reservoir recreation.
TROA process:
• Draft TROA completed in February 2007 with review of issues by members of
the TRBWG, managers of water districts, and other local stakeholders
• Final TROA EIS/EIR completed and distributed to the public in January 2008
• Sign TROA in September 2008 if all conditions are satisfied so it may be
implemented
• Deadline to satisfy all remaining conditions for TROA execution is December
2014
4. FISCAL IMPACT
There is no direct fiscal impact associated with this item.
5. RECOMMENDATION
