Holley From: Steven Poncelet There are two issues that TDPUD Staff are working on that may come before the Board. The purpose of this memo is to provide an update to the Board on these issues. TDPUD Southside Well Property/Mr.Dennis Dickenson: Mr. Dickenson is concerned about the wetlands that run from Hilltop, cross Brockaway Road, and end at the Truckee River behind the Town corp. yard. He is specifically interested in the TDPUD's property adjacent to the 7-11 on Brockaway Road. It is important to note that this wetlands has also been brought up in conversations with MAPF, Truckee River Watershed Council, and the Truckee Trails Foundation. On August 22"d, Mr. Dickenson e-mailed TDPUD invoking the California Public Records Act and requested the TDPUD's Conditional Use Permit for the property. In a later conversation, he requested `all' public record on the property. We responded in writing on August 29th that we had no documents responsive to his request(cited California Government Code Sections 53090-53091 where water facilities are exempt from Conditional Use Permits) and asking him to be more specific on his request for `all' records indicating that we were prepared to respond but needed to use the District's resources efficiently. On September lst, Mr. Dickenson responded in writing again invoking the California Public Records Acts and again asking for `all' documents with only marginal detail on his request and ending with `every scrap of paper that is in the possession of the TDPUD'. The Staff will continue to work with Mr. Dickenson. Donner Lake Property Owners Association: The Donner Lake POA held their annual meeting last weekend and Juanita had requested a talk by Michael Holley on water meters, conservation, etc. Michael attended the meeting and in general, his presentation was well received. However, there was some contention regarding future charges for water meter installation and reading. The residents pointed out that, as part of joining the TDPUD, the Donner Lake residents had meter boxes and meters installed and they are currently paying a Bond Assessment on their bills. They questioned why they should pay for meter installation again(should the District adopt a uniform surcharge for water meters). Michael indicated that the actual meter installation was only a small part of the overall project to begin reading meters and billing volumetrically and estimated the meter installation at —20% of the total cost. It is important to note that —40% of the district has had some form of boxes/meters installed since 1992 and each could make a similar argument as the Donner Lake customers. P. O. I am writing to the Truckee Donner PUD Board of Directors to express my concern about the apparent double charging of fees for the water meter implementation plan underway at this time. At the Donner Lake Property Owners meeting on August 30, 2008, Michael Holley presented the document, ``Water Metering Implementation Plan" adopted July 23, 2008. According to this document, the property owners at the west end of Donner Lake who are meter ready will be assessed again. I assume that my property is in Phase 2, and I should be charged only for the amount estimated in this phase. When TDPUD took over the Del Oro water system, our area was upgraded, and we were assessed for these improvements. Under this current plan, it appears that we will be asked to pay a second time for the installation that has already taken place and for which we have already paid. It would be more equitable to have a tiered system that accounts for payments already made. In a tiered system that is fair, no one would be paying twice and subsidizing any other part of the plan.
