Subject: Award the Bid for the Martis Valley Substation Resurfacing Project
1. WHY THIS MATTER IS BEFORE THE BOARD
Only the Board can approve bid awards over $15,000.
2. HISTORY
The existing volcanic-cinder-rock surfacing material at Martis Valley Substation is 25
years old and must be replaced. Volcanic rock is an undersirable type of material to
use in substations since it breaks down easily into fine, sand-like particles. Crushed
gravel is the correct material to use for substation surfacing. It does not easily break
down, and has the proper insulation qualities to increase personnel safety. It also
provides a reasonably dry surface during wet periods and contributes to better access
for vehicular traffic.
3. NEW INFORMATION
The bid period for the resurfacing project began on August 1, 2008 and ended on
August 25, 2008. The District received 4 bids by the deadline from the following
contractors: Am-X Construction, Dale Burt, Deal's Excavating, and Heavy Equipment,
Inc. The lowest bid was determined by a comparison of the total lump sum bid price.
Heavy Equipment, Inc. submitted the lowest bid of $22,530 and is fully compliant with
our contract requirements.
4. FISCAL IMPACT
Funding for Martis Valley Substation Resurfacing Project in the approved FY 2008
budget is $25,000.
5. RECOMMENDATION
Award the Martis Valley Substation Resurfacing Contract to Heavy Equipment, Inc. for
an amount not to exceed $22,530.
