Subject: Appoint General Manager as Property Negotiator
1. WHY THIS MATTER IS BEFORE THE BOARD
Only the Board can appoint a District negotiator.
2. HISTORY
The District owns three large parcels between Pioneer Commerce Center and the old
Forest Services property off Euer Valley Road. On April 18, 2007, the Board declared
two parcels surplus and letters were sent to the four agencies; none of the agencies
expressed an interest in any of the parcels. The remaining third parcel was intended
to be the location of the District's Corporation Yard. At the April 18, 2007 Board
Meeting, a recommendation was made to appraise the surplus parcels. The Board
decided to postpone this action.
3. NEW INFORMATION
Staff proposes that the District sells the two parcels. Staff also proposes to utilize a
special process (attached) to facilitate the sale of the parcels identified as Nevada
County APN's 19-400-28 and 19-400-29.
Staff is recommending that the Board appoint the General Manager as the District
Negotiator. Staff will also seek negotiation parameters at a later closed session.
4. FISCAL IMPACT
The fiscal impact is yet to be determined; however one of the first steps in the process
is to have the parcels appraised at an estimated cost of $2,000.
5. RECOMMENDATION
Appoint the General Manager as the District's negotiator concerning Nevada County
APN's 19-400-28 and 19-400-29; direct staff to retain an appraiser to appraise the
properties and begin the sale process.

TIME LINE FOR THE SALE OF THE STEELE PROPERTY
1. September 3, 2008 (Board Meeting)
• Appoint General Manager as District Negotiator for disposition of the
property
2. September 8, 2008
• Hire an appraiser
3. November 19, 2008 (Board Meeting)
• Staff will prepare a prospectus for marketing the parcels
4. December 2008 — February 2009
• Shop the prospectus to logical buyers (Adjacent landowners)
5. March 4, 2009 (Board Meeting)
• Update on status of the parcels
• If no response from shopping the Prospectus; staff to hire a broker to sell
the property
