RECOMMENDATION:
This is a workshop item for Board review and input to staff.
BACKGROUND:
In May of 2021, the District adopted the Truckee Donner Public Utility District Strategic
Plan 2021-2024. The strategic plan outlined the District's operational goals and four
Board adopted strategic initiatives that included:
• Undergrounding of Overhead Utilities
• Community-wide Broadband
• 100% Clean Renewable Energy
• Local Clean Generation
In 2023, the Board and staff began the task of evaluating goals and initiatives outlined
in the strategic plan based on work completed to date as well as new information
related to the changing conditions in the public utility sector.
ANALYSIS AND BODY:
In the process of updating the strategic plan, the Board has considered modification of
several of the strategic initiatives to more accurately reflect the community's evolving
needs as well as the ever-changing energy generation markets, resource supply chain
challenges, and forecasted economic landscapes. The revised initiatives include:
• Service Reliability and Safety
• Community-wide Broadband
• Net Carbon Reduction
• Local Watershed Stewardship

One component of the strategic plan update is for the District to evaluate the revised
strategic initiatives against best practices and new information gained by industry
experts and our partners in the public utility sector.
In June of 2023, staff coordinated six benchmarking workshops with industry experts
and representatives of public utilities to gain insights into their understanding of best
practices, lessons learned and recommendations moving forward. This workshop will
provide a summary overview of the information gained through the benchmarking
process and provide opportunities for discussion and feedback as to how the District
will incorporate this information into the District's strategic planning initiatives.

4. Provide reliable and high quality electric supply and distribution system to meet
current and future needs.

6. Manage the District in an effective, efficient and fiscally responsible manner.

1. Manage for Financial Stability and Resiliency
2. Environmental Stewardship: Create a sustainable resilient environment for all our
communities.
3. Engage with our customers and communities in a welcoming and transparent way to
identify opportunities.
4. Take the best of private sector thinking to modernize the utility and add value to our
communities.
5. Developing an inclusive culture drives organizational integration and success.
