Subject: Bid Rejection - West Reed Avenue Piping Modifications
1. WHY THIS MATTER IS BEFORE THE BOARD
Board approval is required for expenditures in excess of $15,000.
2: HISTORY
During the Summer of 2004, a project entitled Donner Lake Pipelines -2004 was undertaken
as part of the reconstruction of the Donner Lake Water System. One component of this
contract involved the installation of a flow control station on West Reed Avenue along with a
joint trench containing water, electrical and telephone conduits running uphill from West Reed
Avenue. The District acquired 10-foot wide easements from two property owners along their
common property line to allow the installation of these facilities.
During the Summer of 2005, the District accepted the project as complete and released the
retention monies held by the District.
In the Summer of 2007, the District received a call from one of the property owners who
believed that the District's facilities were not properly located within the easement. It was
determined that the property corners given in the easement descriptions had been disturbed
during construction and the District retained a licensed surveyor to reset the property corners.
After the property corners had been reset, the District confirmed that some of the facilities are
improperly located. The District then discussed the situation with the property owner. The
property in question is 50 feet in width and has 10-foot wide side lot line setbacks. Given this
limited building envelope, the acquisition of additional easement from the property owner is
not an option and the District agreed that the facilities should be relocated into the easement.
3. NEW INFORMATION
The Water Department prepared plans and specifications for the relocation work. Advertising
for Bids began on August 21, 2008. A bid opening was held on September 10, 2008.
One bid was received from W ES Construction of Reno, Nevada. The Bid Amount was
$107,000. This Bid Amount is well above the anticipated bid amount of $40,000. It is
recommended that the Board of Directors reject the Bid. The Water Department will rebid the
project in 2009.
4. FISCAL IMPACT
There is no fiscal impact associated with rejecting the bid from Wes Construction.
5. RECOMMENDATION
The Board of Directors reject the bid from Wes Construction and direct the Water Department to
rebid the project in 2009.
