Wright, General Manager RECOMMENDATION: Adopt Resolution 2023-09 appointing Mr. Jared Carpenter as District Representative to Utah Associated Municipal Power Systems, effective September 21, 2023 BACKGROUND: The Board adopted Resolution No. 2000-15 on August 16, 2000 approving a Joint Action Agreement with Utah Associated Municipal Power Systems (UAMPS). On September 5, 2018 the Board appointed Mr. Joe Horvath as District Representative to UAMPS for all purposes of the Joint Action Agreement. Below is a description of some of the duties of the District's Representative to UAMPS: • Attend UAMPS Committee and Board of Director meetings on the third Tuesday and Wednesday of each month in Salt Lake City, Utah or various locations; • Vote on action items on behalf of the District; • Manage the business items of UAMPS on behalf of the District; • Promote public power; and • Promote local control. ANALYSIS AND BODY: Mr. Horvath has announced his retirement from the District effective in December, 2023. Due to his retirement, staff is recommending appointing the District's new Electric Utility Director, Mr. Jared Carpenter, as the UAMPS Representative. Prior to joining the District, Mr. Carpenter was Manager of Utilities for the Port of Oakland Public Electric Utility. He has extensive knowledge and experience with the challenges associated with power supply procurement and planning, and experience with other joint action agencies similar to UAMPS. Therefore, staff recommends the Board adopt the Page 1 of 2 Page 24 of 85 proposed Resolution 2023-09 (Attachment 1) appointing Mr. Jared Carpenter as District Representative to UAMPS to be effective September 21, 2023. GOALS AND OBJECTIVES: District Code 1 .05.020 Objectives: 1. Responsibly serve the public. 4. Provide reliable and high quality electric supply and distribution system to meet current and future needs. 5. Manage the District in an environmentally sound manner. 6. Manage the District in an effective, efficient and fiscally responsible manner. District Code 1 .05.030 Goals: 1. Manage for Financial Stability and Resiliency 2. Environmental Stewardship: Create a sustainable resilient environment for all our communities. FISCAL IMPACT: There is no fiscal impact associated with adoption of this resolution. ATTACHMENTS: 1. R2023-09 Appoint Jared Carpenter as District UAMPS Representative Page 2 of 2 Page 25 of 85 TRUCKEE DONNER • ublic Utility District 0 Resolution No. 2023-09 APPOINTING JARED CARPENTER AS DISTRICT REPRESENTATIVE TO UTAH ASSOCIATED MUNICIPAL POWER SYSTEMS WHEREAS, the Board of Directors of Truckee Donner Public Utility District adopted Resolution No. 2000-15 on August 16, 2000 approving a Joint Action Agreement with Utah Associated Municipal Power Systems (UAMPS); and WHEREAS, Resolution No. 2018-19 also appointed Mr. Joe Horvath as District Representative to UAMPS for all purposes of the Joint Action Agreement; and WHEREAS, Mr. Joe Horvath has announced his retirement from the District effective in December, 2023; NOW, THEREFORE, THE BOARD OF DIRECTORS OF THE TRUCKEE DONNER PUBLIC UTILITY DISTRICT DOES RESOLVE AS FOLLOWS: Section 1. All previously adopted resolutions and ordinances related to appointing a Representative for UAMPS are hereby rescinded. Section 2. Mr. Jared Carpenter be appointed as District Representative to UAMPS for all purposes of the Joint Action Agreement; and Section 3. That this resolution shall become effective on September 21, 2023 and remain in effect until superseded by another resolution appointing a different Representative to UAMPS.
