RECOMMENDATION:
Adopt Resolution 2023-12 accepting the Roundhill Tank Rehabilitation project as
complete and authorize the filing of the Notice of Completion.
BACKGROUND:
The Roundhill Tank is a 300,000-gallon welded steel tank located in Tahoe Donner. On
May 04, 2022, the Board awarded the rehabilitation contract for the Roundhill Tank
project to the Resource Development Company (RDC) of Sparks, Nevada. The project
involved rehabilitating the Roundhill tank by performing the following objectives:
• Identify and repair failing welds
• Remove and replace tank roof access hatch and handrail
• Install "Candy Cane" style tank vents
• Replace existing tank side vent cover plates
• Provide sample tap assembly with lock Box
• Replace interior and exterior coating system
The bid price was $585,160. The Board also established a ten percent change order
allowance of $58,540, for a total authorization not to exceed $643,700.
During the initial scope of the work, additional degradation of the tank wall metal and
welds were discovered. Subsequently, RDC proposed a second, more comprehensive
change order for the additional work that was approved by the Board during the August
Board Meeting. The Board authorized change order allowance was $62,400 for a new
not to exceed the amount of $706,100.

Tank rehabilitation work began during the summer of 2022 and was put back in service
on July 12, 2023. With the early onset of winter and additional work done on this tank,
the project had to be extended through the winter of 2023 due to the temperatures
being too low for the application of the interior and exterior coating systems.
During the course of the project, two change order requests were submitted and
reviewed by staff. After review and discussion, the District and RDC agreed on a total
of $72,384.00 for the change orders. The items were:
• Additional welding was requested for a sum of $9,984
• After the final removal of the interior and exterior coating systems, pitting and
corrosion of the parent steel near the welds was more significant than
anticipated.
• After discussions with RDC and Carollo Engineers, it was agreed that installing
cover plates over the areas with significant pitting and corrosion would be the
most cost-effective approach to extend the useful life of the tank.
• This band would be 10" wide and would cover the entire perimeter of the tank
(both inside and outside) at the second horizontal seam and the adjoining
vertical welds.
• In other areas of the tank where pitting has occurred, 4" diameter steel plates
were installed on the interior only.
RDC provided a cost proposal of$62,400 for the additional labor and materials
associated with this additional work. This amount exceeded the original change order
allowance and was taken back to the Board of Directors' regular meeting for approval
on 08/03/2022.
In August, District staff performed a final walkthrough of the project. The work
performed is complete and should be accepted by the District. Attached is a draft
resolution (Attachment 1) accepting the project and directing that a Notice of
Completion be filed.

FISCAL IMPACT:
The original bid price was $585,160. Once adjustments are made for the items
described above, the final contract price is $657,544.

In addition to the amount paid to RDC, the District has incurred additional outside
expenses for construction inspection on this project of$3,570. In addition to the amount
paid to RDC, the District has incurred additional outside expenses for pre-construction
engineering, construction inspection, and welding inspection. The Water Utility 10-Year
Capital Improvement Plan included this project, with funding source water rate
revenues.

AUTHORIZING THE ACCEPTANCE OF THE ROUNDHILL
STORAGE TANK REHABILITATION PROJECT AND DIRECTING
FILING OF THE NOTICE OF COMPLETION
WHEREAS, the Board of Directors of the Truckee Donner Public Utility District made the
determination to undertake the Roundhill Storage Tank Rehabilitation project; and
WHEREAS, Resource Development Company (RDC) Tanks was awarded a contract on May
04, 2022 to perform the work; and
WHEREAS, RDC completed all of the Work included in the Project; and
NOW THEREFORE BE IT RESOLVED by the Board of Directors of the District as follows:
1. That the District hereby accepts the Roundhill Storage Tank Rehabilitation project located
at County Assessor's Parcel Number 045-520-023 as complete.
2. That the Clerk of the District be directed to file with the County of Nevada the Notice of
Completion, a copy of which is attached hereto.
3. That 35 days following the filing of the Notice of Completion, the monies retained from the
contractor payments be released to the contractor if no claims have been made to the District
by material suppliers or laborers.
