HomeMy WebLinkAbout7 Water Pollution Prevention Plan Agenda Item # 7 TRUCKEE DONNER DistrictPublic Utility ACTION To: Board of Directors From: Neil Kaufman Date: May 20, 2009 Subject: Consideration of the Award of a Task Order to Inland Ecosystems to Amend the District's 2009 Storm Water Pollution Prevention Plan 1. WHY THIS MATTER IS BEFORE THE BOARD The total value of the existing contract with Inland Ecosystems exceeds $15,000. Modification of this contract requires Board approval. 2. HISTORY In 2008, the District issued a request for proposals for a consultant to provide environmental consulting services. Based upon those proposals, the District selected Inland Ecosystems to perform consulting services for a period of up to three years. 3. NEW INFORMATION Over the Winter of 2008-2009, Inland Ecosystems prepared a Storm Water Pollution Prevention Plan (SWPPP) to cover the District's planned construction activities for the Summer of 2009. The projects covered in the SWPPP are: • District Pipeline Replacement- 2009 - Contract A • District Pipeline Replacement- 2009 - Contract B • District Pipeline Replacement- 2009 - Contract C • Stockholm Pump Station Replacement • Fibreboard Well • Tahoe Donner Substation Rebuild Since preparation of the original 2009 SWPPP, two additional projects have been identified for inclusion into the SWPPP. 1) The Board previously awarded a contract for construction of a covered parking structure at the District's corporate yard at 11570 Donner Pass Road. This structure requires a permit from the Town of Truckee Building Department. As a condition of the permit approval, the Town is requiring that the SWPPP be amended to cover the parking structure. 2) As part of the Water Meter Implementation Plan, the Water Department is currently working on the Meter Box Retrofit project. This project involves the installation of meter boxes for customers where a meter box does not currently exist and the upgrade and/or retrofit of existing meter boxes where meters cannot be readily maintained. It was originally planned to begin this construction work in 2010. However, there exists the possibility of receiving low-interest loans or grant monies from the Drinking Water State Revolving Fund (DWSRF) in order to construct this project. If such monies are received, the District would begin construction of the project in 2009. 4. FISCAL IMPACT Inland Ecosystems has submitted a proposal cost not to exceed $1,500 to amend the 2009 SWPPP to cover these two projects. The cost is $250 for the parking structure and $1,250 for the Meter Box Retrofit project. Sufficient monies exist to cover these costs. 5. RECOMMENDATION 1) Award a Task Order to Inland Ecosystems in an amount not to exceed $1,500 to amend the District's 2009 Storm Water Pollution Prevention Plan. 2) Authorize the transfer of up to $250 from the Electric Department General Fund and up to $1,250 from the Reserve for Future Meters Fund to the Water Department General Fund to cover the cost of the Task Order. oy Ed Taylor Michael D.
