Public Utility District ACTION To: Board of Directors From: Jim Wilson Date: May 20, 2009 Subject: Consideration of the Award of a Contract for Tree Trimming 1. WHY THIS MATTER IS BEFORE THE BOARD Board approval is required for expenditures in excess of$15,000. 2. HISTORY There are approximately 135 miles of overhead electric distribution facilities in the District's service territory, typically located along street and road rights-of-way, however some are located in backyard easements. It is critically important for the District to perform annual vegetation management operations. The goals of the vegetation management program include: ensuring the safety of District linemen and the general public, reducing fire risks due to tree contacts or electrical sparks igniting brush, preventing customer outages due to tree contacts, and maintaining aesthetics. The bid period for tree trimming and pole clearing services began on April 15, 2009 and ended on May 12, 2009. The District received two bids by the deadline, one from Loggers Unlimited Inc. and another from Mountain F. Enterprises Inc. 3. NEW INFORMATION The lowest Bid was determined by a comparison of lump sum prices for the various tree trimming and pole clearing services. Loggers Unlimited Inc. submitted the lowest bid and was found to be responsive. The Bid results are shown on the following table: Bidder Responsive Total Price Loggers Unlimited Inc. Yes $192,000 Mountain F. enterprises Inc Yes $261,020 Previously, all tree trimming bids were presented to the Board as a unit cost proposal which is a "time and material" type billing method. For this procurement, the bid documents were written to require a lump-sum bid, which is an all inclusive bid price for area specific line clearance tree trimming, clearing of brush and weeds around defined poles, as well as removal of specifically identified trees. 4. FISCAL IMPACT Funding for Tree Trimming and Pole Clearing operations in the FY09 budget is $250,000. 5.
