WHY THIS MATTER IS BEFORE THE BOARD This item is before Board as the contract amount requires Board approval. 2. HISTORY In conjunction with the District's water meter projects, the Conservation Department has been developing water conversation programs to provide opportunities for our customers to use less water. A main focus of these programs has been customers with significant landscaping as irrigation water use is the predominant driver of our summer peak loads. This program is focused on our commercial customers with significant irrigation water usage. The current schedule for this RFP and contract award is given below: April 24, 2009 - Issue RFP May 11, 2009 - Deadline for submitting proposals May 11 to May 13, 2009 - Review proposals May 20, 2009 - Award of contract 3. NEW INFORMATION Three proposals were received in response to the RFP. Firms that submitted proposals are: • Rock & Rose/ET Water • Estate Landscape/ET Water • HydroPoint Data Systems A staff committee comprised of two members of the Conservation Department, one member of the Water Department, and one member of the Finance Department reviewed and scored the proposals based on the following equally weighted criteria: • Life-cycle costs • Technical requirements • Clarity of proposal • Management • Experience • Strength of vendor • References • Warranty period • Systems and components performance guarantees • Support The average total score (out of a possible 100) for each vendor is as follows: HydroPoint Data Systems (88 points), Estate Landscape/ET Water (62 points), Rock & Rose/ET Water (31 points). All four members of the committee, by a wide margin, rated HydroPoint Data Systems as the top candidate. 4. FISCAL IMPACT Sufficient funds exist within the approved FY09 Budget for this project. 5. RECOMMENDATION Award a contract in an amount not to exceed $33,000 to HydroPoint Data Systems for the purchase and installation of Commercial Smart Irrigation Water Controllers.
