Subject: Discussion of Public Outreach for Water Rate Study Program
1. WHY THIS MATTER IS BEFORE THE BOARD
This item is before Board as requested at the May 6, 2009 Board meeting.
2. HISTORY
The Public Information Department has been conducting outreach throughout the
public process of implementing the State mandated water meter project. One
component of the State mandate is to begin billing by water usage by 2010. At the
May 6th Board meeting, the Board President requested that Staff develop an outreach
plan to inform our customer's about the upcoming June 3rd water rate workshop.
3. NEW INFORMATION
An outreach plan for the June 3rd water rate workshop has been developed and Staff
is implementing the plan. The main components of the outreach plan include:
advertisements in local media, press releases, direct communication with home owner
associations, direct communication with partners, and posting on the TDPUD website.
The water rates outreach plan along with the text for advertisements being placed in
Moonshine Ink, Sierra Sun, and Tahoe Donner News are attached.
4. FISCAL IMPACT
Sufficient funds exist within the approved FY09 Budget for this outreach.
5. RECOMMENDATION
Receive this report and provide comments.

Key Messages:
• The District's water meter project and billing customers by water usage is required by
State law.
• The District, for over a year, has been conducting a public process to meet the State law
and the next step in the process is to study and develop new water rates that include
charging customer by water usage.
• The next step in the public process is a June 3rd TDPUD Board workshop to discuss new
water rate structure designs. The District wants more of our customers to join in the
process and have their voices heard!

Discussion of New Water Rate Structure Designs
As mandated by California State law, the TDPUD has been holding public meetings to discuss
the implementation of the water meter project. The installation of water meters began last fall
and the District has a plan to install new water meters District wide by 2013. Starting in 2010,
the California State law also requires that the District begin to bill by water usage for all
customers with a water meter
At the June 3`d TDPUD Board meeting, a public workshop will be held to discuss and evaluate
new water rate designs. Public participation and input into this decision is welcome and needed.
After reviewing the options, the Board will begin the process of setting new water rates in
September with a goal of adopting the new metered rates in November. The new rates will
begin to take effect in 2010. Please join in on this public process and have your voice heard!
