Wright, General Manager RECOMMENDATION: Receive this presentation and provide feedback and direction to staff. BACKGROUND: The District's conservation programs are currently quite mature and have successfully increased the saturation of many energy efficiency (EE) technologies. Due to this success, `traditional' technologies, like LED lighting, have now achieved high levels of saturation and are no longer viable means to generate real-world and cost-effective impacts. This also comes at a time when both the Utility Commission and California Air Resource Board are prioritizing electrification of California's homes, businesses, and highways. District staff are addressing these trends by re-designing its portfolio of conservation programs to target viable energy efficiency technology, sustainable electrification, and customer education. However, little is known about Truckee's current building stock, its potential for electrification, or specific saturation of EE equipment within it. Such data are imperative to design conservation programs which will successfully address Truckee's unique needs. Staff contracted with ADM Associated, Inc. to assist TDPUD determine the applicability of electrification and various conservation mitigations within its service territory. ADM Associates executed a saturation survey across District residential customers to collect information on home characteristics and equipment, as well as use of and interest in electric vehicles, space heating, water heating, and cooking equipment. ANALYSIS AND BODY: This presentation will provide an overview of the residential saturation study's objectives, its approach, and a summary of its key findings for the District. Staff will discuss how these findings will impact District customer program designs moving forward. While the report is currently a draft, for purposes of this presentation the data and report can be considered substantially complete. Executive Summary 2.1 Introduction ADM Associates, Inc. was contracted to perform a survey of residential customers to obtain information on home characteristics and equipment, as well as use of and interest in electric vehicles, space heating, water heating, and cooking equipment. 2.2 Survey Methodology ADM contacted TDPUD customers to complete the survey in late June and early July 2023. A census of customers with sufficient data (i.e., email and address fields were complete) was selected for recruitment. For customers with multiple properties, a single property was selected at random to ask the customer about. Customers received up to two emails, an initial email and a reminder email. In total, 917 customers responded to the survey, a number which represented a 9.4% response rate. Response rates were somewhat higher for customers in the primary rate schedule strata than those in the secondary rate class schedules. Survey data were analyzed using weights based on the stratified design. Responses to several open- ended questions were content coded and the codes were subsequently tabulated. 2.3 Key Findings The following summarizes the key findings of the survey. Differences between primary and secondary rate schedule customers are noted when survey results indicate that a difference was present. Home Characteristics • Most homes have insulated attics (74.2%). Air leaks were not very common but primary rate schedule homeowners more often reported leaky doors and windows: o Windows: 19.3% reported air leaks (primary:25.2%, secondary:15.2%) o Doors: 33.1% reported air leaks (primary:44.6%, secondary: 25.4%) o Walls: 6.3% reported air leaks Rebate Offerings Agreement with the statement "I am aware of TDPUD's rebate offerings" was low with an average rating of 2.6 on a 5-point scale. Secondary rate schedule customers agreed less with the statement (2.5 vs 2.8). Onsite Storage and Generation • Solar panels (3.8%) and battery storage (4.1%) are uncommon. No respondents reported wind generation. Half of TDPUD customers thought they would install solar in the next five-years (50%), but a larger share 80.7%said they would install battery backup.The greater interest in battery backup may be admenergy.com 13239 Ramos Circle Sacramento, CA 958271 916.363.8383 1 Page 15 of 159 TDPUD Electrification Survey Report due to concerns about maintaining power service, as loss of service was mentioned as a top concern about electric space and water heating. Electric Vehicles 17.7%of respondents reported owning one or more BEV. BEVs were more common than PHEVs (5.9% reported ownership of one). At home Level-2 chargers were present at 54.9%of electric vehicles residences. Multiple Level-2 chargers were uncommon among owners of multiple electric vehicles (8.5%of these customers have more than one Level 2 charger).Another 28.7% reported using a Level 1 charger and 14.8% said they don't charge at home. Driving range, availability of charging stations, and availability of financial incentives for EVs were rated as most significant in decisions to purchase an electric vehicle. • There was not strong agreement that Truckee has adequate public access EV charging (average 2.9 on a five-point scale). Secondary rate schedule customers were less likely to agree that Truckee had adequate public access charging than primary rate schedule customers (2.8 vs. 3.1).There was somewhat higher agreement that respondents would like to see more charging stations (average 3.5). Secondary rate schedule customers were slightly more likely to agree that they would like to see more public access charging than primary rate schedule customers (3.6 vs. 3.3) Home Heating • Most respondents (71.0%) primarily heat their homes using a central forced-air system. • Natural gas is the fuel used by most respondents (80.0%)for their primary heating system. • Respondents most commonly have a main heating system that is 14 to 30 years old (41.6%). • The majority of respondents (54.5%) use a Wi-Fi enabled smart thermostat for their main heating system, and these are more common among secondary rate schedule customers (62.5%)than primary rate schedule customers (41.5%). • The most common supplemental or secondary heating source for respondents' homes is a fireplace or wood stove (57.7%). Less than 1%of customers that use a fireplace for supplemental heating have an electric fireplace. • When asked to agree or disagree with multiple statements about electric heating,the highest average agreement rating was for "Electric heat for my home is safe" (average = 3.6) and the lowest was for"I am interested in converting to electric heat for my home" (average= 1.4). • For respondents who disagreed that electric heating was safe,the most common reasons for stating that were concerns about service disruptions (mentioned by 49) and safety concerns such as fire (mentioned by 19). • By far,the biggest concern for customers who disagreed that electric heating was reliable was disruption of service (mentioned by 287). The next most common issues were concerns about the ability of their electrical systems or their grid to handle the load (mentioned by 8). Home Cooling The majority of respondents (65.1%) do not cool their homes. Central ACs were the most common type of cooling system (8.6%of customers have one). admenergy.com 13239 Ramos Circle Sacramento, CA 958271 916.363.8383 2 Page 16 of 159 TDPUD Electrification Survey Report Water Heating • Standard tank water heaters are most common (76.8%),followed by tankless units (20.4%). Natural gas is the most common fuel (77.8%). 16.9% have electric water heaters and 1.8% have heat pump water heaters. • Most respondents reported that they did not use supplemental water heating (93.5%). 46.0%of respondents reported they have low-flow faucet aerators on all faucets and 14.7% reported having them on some faucets. Low-flow shower heads were more common—68.7% reported having them on all showers and 10.5% reported having them on some showers. Nearly half(47.8%) of customers that have non-electric water heating reported that they would consider converting to heat pump water heater. Of those that said they wouldn't consider it, a small share (7.4%)thought they would consider it if a rebate was provided, although 59.6%said they were not sure. • Respondents reported a high level of agreement with the statement that electricity was safe to heat their water(average of 4.0).Agreement was lowest with statements on interest in converting to an electric heat pump water heater(average 2.5) and that a heat pump water heater would reduce their energy bills (average 2.9). • For those respondents who thought electric water heating was not safe,the most common concern was the reliability of the power system (mentioned by 33). This same concern was by far the most common reason for thinking that electric water heating was not reliable (mentioned by 217). Laundry Nearly all respondents have laundry equipment in their homes (98.3%). • Electric dryers are more common (64.9%)than natural gas dryers (33.8%). Heat pump dryers are rare (2 respondents reported owning one). 44.2%of gas dryer owners would consider switching to electric. Of those that said wouldn't consider it, 11.6%said they would if a rebate was offered (and 48.8%were not sure). Kitchen • Cooktops are common (98.4%) have them and 72.4%of customers with a cook top have a natural gas cook top. 28.2% have an electric cooktop. • Ovens are less common—62.5% reporting having one, however it is possible that some respondents reporting they used a cooktop included cooktop and oven combined units. Among customers with an oven, 54.1%are electric and 45.8%are natural gas. • 70.5%of customers have a barbeque and 77.7%of customers with a barbeque have a propane barbeque. • Induction cooktops are not very common with 23.1%of respondents reporting that they have one. Among those who do not have an induction cooktop, 73.5% believe they are aware of how they differ from a traditional cooktop. 20.1%of respondents stated they would consider replacing their cooktop with an induction one and 21.8%would like to learn more about them.The greatest concern for those who would not consider induction was a belief that gas was a better fuel for admenergy.com 13239 Ramos Circle Sacramento, CA 958271 916.363.8383 3 Page 17 of 159 TDPUD Electrification Survey Report cooking (mentioned by 183),followed by satisfaction with their current equipment (mentioned by 86). Concern about service disruption was mentioned by 42. Spas and Hot Tubs • A quarter of respondents have a spa or hot tub.These are most commonly heated with electricity (89.5%) followed by natural gas (6.2%). admenergy.com 13239 Ramos Circle Sacramento, CA 958271 916.363.8383 4 Page 18 of 159 TDPUD Electrification Survey Report 3 Survey Methodology 3.1 Sample Design ADM developed the sample from customer records provided by TDPUD.ADM reviewed the data and excluded records that appeared to be businesses (e.g., contained LLC or Inc. in the name) and those that were in the S12 E, and 1 rate schedules. The remaining population of customers was grouped into strata based on 1)whether they were on a primary or secondary rate schedule, and 2)their estimated annual kWh usage.The Sampled for Contact column shows the number of unique contacts sampled for each of the strata. Contacts were sampled if their data was complete (email and address was available), and in cases where contacts had multiple properties, a single location was randomly sampled. Customers received an initial email in late June 2023 and a reminder email one week later. In total, 917 customers completed the survey. The overall response rate was 9.4%and the response was somewhat higher for customers on a primary rate schedule. Secondary More than 12000 372 20 18.60 ADM utilized a technique referred to as content analysis to evaluate and categorize responses to several open-ended questions.The process involved an examination and interpretation of these responses to extract relevant information and discern patterns and themes.The first step was to develop response categories based on the responses provided. Once a list of codes was developed,the codes were applied to the individual responses. Responses received up to three codes, depending on the content of the response. Post content coding, the frequency of each code was tabulated. admenergy.com 13239 Ramos Circle Sacramento, CA 958271 916.363.8383 6 Page 20 of 159 TDPUD Electrification Survey Report 4 Survey Findings This chapter presents results of the survey for all respondents. 4.1 Home Characteristics • Single family detached homes were most common (89.9%of customers have one). • A majority of respondents (65.6%) have a 2-story home. A majority of respondents (55.2%) have 3 bedrooms in their home and 25.8% have homes with four bedrooms. • Home sizes are typically between 1,000—1,500 square feet (24.0%) or 1,501 -2,000 square feet (30.7%). • 74.2% of homeowners reported their attic was insulated. Insulation was most commonly 4 to 6 inches. Air leaks were not very common: o Windows: 19.3% reported air leaks o Doors: 33.1% reported air leaks o Walls: 6.3% reported air leaks o Air leaks were not very common: • Double pane windows are common (88.6%), as are vinyl frames (48.1%) and metal frames (32.9%). 19.3%of respondents reported a remodel in the past 5 years. The self-categorization of homes largely aligned with the rate schedule categorization. 94.7%of those on a primary rate schedule reported that the location was their primary residence and 85.1%of those on a secondary home rate schedule reported that their home was a vacation home. • On average,the individuals reported living in their home for 16.6 years. Number Weighted jkp . • Upper 917 16.6 0.5 15.8 17.3 admenergy.com 13239 Ramos Circle Sacramento, CA 958271 916.363.8383 12 Page 26 of 159 TDPUD Electrification Survey Report 4.3 Rebate Offerings The key findings on the rebate offerings are as follows: Agreement with the statement "I am aware of TDPUD's rebate offerings" was low with an average rating of 2.6 on a 5-point scale. • Ratings for agreement with statements on satisfaction with rebate types and amounts were similar, the average rating for each was 2.7. • Agreement with the statement "I would be interested in a Time-Of-Use rate (an electric rate schedule that adjusts the price of your electricity based on when you're using it) if offered by TDPUD"was higher than for other items, with a rating of 3.4. • Email and the TDPUD website were the most preferred means of learning about rebates. • The most commonly suggested rebate offerings were solar and battery installations (mentioned by 38), efficient appliance rebates (mentioned by 36), and rebates for special categories of customers (e.g, seniors, renters, primary residence owners). A notable number(mentioned by 28) also mentioned that awareness of rebates could be improved. BEVs were more common than PHEVs (5.9%). 40.8%of respondents who do not currently own an electric vehicle said they had plans to purchase an electric vehicle for their next purchase-38.5%of these customers thought they would make this purchase within the next two years. At home Level-2 chargers were present at 54.9%of electric vehicles residences. Multiple Level-2 chargers were uncommon among owners of multiple electric vehicles (8.5%). Another 28.7% reported using a Level 1 charger and 14.8%said they don't charge at home. Driving range, availability of charging stations, and availability of financial incentives for EVs were rated as most significant in decisions to purchase an electric vehicle. • There was not strong agreement that Truckee has adequate public access EV charging (average 2.9 on a five-point scale).There was somewhat higher agreement that respondents would like to see more charging stations (average 3.5). • Range anxiety(82 mentions) and economic factors such as upfront and ownership costs (81 mentions), were the most common reasons for not purchasing an EV. Charging infrastructure was the third most common response (mentioned by 42). • The top four suggested locations mentioned for the locations of public-access EV charging stations were Tahoe Donner(52 mentions), downtown (38 mentions), recreation areas (37 mentions), and grocery stores (36 mentions). Another 8.5% have a system that is over 30 years old. • The majority of respondents (54.5%) use a Wi-Fi enabled smart thermostat for their main heating system. Natural gas is the most common fuel (77.8%). 16.9% have electric water heaters and 1.8% have heat pump water heaters. 20.8% reported that they heat their water to more than 130 degrees. • Most respondents reported that they did not use supplemental water heating (93.5%). • 46.0%of respondents reported they have low-flow faucet aerators on all faucets and 14.7% reported having them on some faucets. Low-flow shower heads were more common-68.7% reported having them on all showers and 10.5% reported having them on some showers. • Nearly half(47.8%) of customers that have non-electric water heating reported that they would consider converting to heat pump water heater. Of those that said they wouldn't consider it, a small share (7.4%)thought they would consider it if a rebate was provided, although 59.6%said they were not sure. Respondents reported a high level of agreement with the statement that electricity was safe to heat their water(average of 4.0).Agreement was lowest with statements on interest in converting to an electric heat pump water heater(average 2.5) and a heat pump water heater would reduce their energy bills (average 2.9). • For those respondents who thought electric water heating was not safe, most common concern was the reliability of the power system (mentioned by 33). Among those who do not have an induction cooktop, 73.5%are aware of how they differ from a traditional cooktop. 20.1%of respondents stated they would consider replacing their cooktop with an induction one and 21.8%would like to learn more about them.The greatest concern for those who would not consider induction was a belief that gas was a better fuel for cooking (mentioned by 183),followed by satisfaction with their current equipment (mentioned by 86). Concern about service disruption was mentioned by 42. • Most homes have a microwave (96.1%) and a dishwasher(94.6%). 68.6% reported that their dishwasher is ENERGY STAR. • 77.0%of respondents reported having a single refrigerator and 19.8% reported having two more. 13.5%of respondents have one standalone freezer.
