WHY THIS MATTER IS BEFORE THE BOARD This matter involves voting a candidate to serve on the Nevada County Local Agency Formation Commission (LAFCo). 2. HISTORY When a vacancy occurs in the position of special district representative on LAFCo, it has been the practice to begin the process of selecting a replacement by asking the boards of the districts to nominate candidates. After the nomination process is completed the special districts are asked to cast ballots thus electing a person to fill the vacancy. 3. NEW INFORMATION Attached is a letter from Katherine Hudson, Clerk/Analyst of the Nevada County LAFCo informing the District of the nominations received for the position of Alternate Special District Member position. The current position is held by Ron Perea of the Truckee Fire Protection District. There were four nominations for the position, the nominees are as follows: • Ed Beckenbach, North San Juan Fire Protection District • Jeff Bender, Truckee Donner Public Utility District • Ronald (Ron) E. Perea, Truckee Fire Protection District • Aleta Wallace, Western Gateway Recreation and Park District Timeline: • Ballot must be received in the LAFCo office no later than 5:00 p.m. July 27, 2009 • Votes are tallied by LAFCo staff in presence of a disinterested third party • Results of the election will be sent to each Special District 4. FISCAL IMPACT There is no fiscal impact associated with this item. 5. RECOMMENDATION Authorize the Board President to mark the attached ballot in the manner directed by the Board. Michael D. We are enclosing a ballot showing the names of four candidate(s)to serve as LAFCo Alternate Special District Member from the date he or she is seated on.the Richard Anderson Commission to May 2013. The ballot may not be photocopied—only the original ballot will be counted. Only the Chair of a district's Board of Directors or a substitute appointed by the Board may complete and sign the ballot. (If a substitute is to sign the ballot, a copy of the resolution appointing him or her must be included with the ballot returned to LAFCo.) Lack of this person's original signature on the ballot will invalidate that district's vote. 2 4. The ballot must be returned to LAFCo no later than the date stated on the ballot: July 27, 2009. Ballots received after 5:00 p.m. on that date will be invalid and will not be counted. In an effort to assure that every district has an opportunity to cast its vote,regardless of its meeting schedule, and in recognition of the time required for mail delivery between Nevada City and Truckee, copies of this ballot packet will be transmitted by email and/or fax to dis- tricts which have such service. This is done for information purposes, so that districts will have ample leadtime to put the vote on their meeting agendas. Only the original ballot received by mail is to be marked, signed and returned to LAFCo, however. 5. The votes will be tallied by LAFCo staff, in the presence of a witness not affiliated with LAFCo or any nominee, within seven(7)days. (Anyone wishing to witness the tally should call the LAFCo office to be informed of the date, time and place of the tally.) Results of the election will be sent to each special district and each nominee. My name is Ed Beckenbach, and I would appreciate your vote for me to fill the position as Alternate Special District Member of the Nevada County LAFCo. For over 20 years, I managed a research program for NASA's Jet Propulsion Laboratory in Pasadena, California, trying to find enough successful biomedical applications of space technology to make people forget that we really had no answer to the oft-encountered question, "If we can put a man on the Moon, why can't we cure the common cold?" In 2001, i was fortunate enough to be able to retire to Nevada County with my wife of 28 years, Sharon. Wanting to be a good neighbor and responsible landowner, I asked Chief Boyd Johnson of the North San Juan Volunteer Fire Department what I could do to make my property as fire-safe as possible. He welcomed me to the District, gave me good answers to my questions, and then, I swear without taking a breath, asked if I would serve my new community as a volunteer firefighter. This I did, with pride, for over two years. I then decided that my talents lay more in the arena of making sure that firefighters are provided with the resources they need than in rolling out of bed at 2 AM to help a neighbor (even though some of the most rewarding experiences of my life resulted from responding to these calls for help in the middle of the night), and I successfully ran for the North San Juan Fire Protection District Board of Directors. I am currently serving my second four-year term in this position. I have represented my Special District before LAFCo on several occasions, and have found it to be an organization performing a much-needed function, and doing it with a high level of dedication and competence on the parts of both commissioners and staff. I believe I would be able to make a positive contribution to these efforts, and again ask for your support and vote. I am currently serving as a board member and Vice President of the TDPUD's Board of Directors.
