Wright, General Manager RECOMMENDATION: Authorize the General Manager to execute a contract amendment with Carson Pump LLC. in the amount of $1,846.00 to the Fibreboard and Martis Valley Well rehabilitation project for a new not to exceed amount of $213,475. BACKGROUND: The Truckee Donner Public Utility District water system is fed by 11 active groundwater wells, all of which receive regularly scheduled maintenance and inspection at a prescribed interval. Staff identified Fiberboard and Martis Valley wells to be scheduled for maintenance and inspection in FY2023. When regular maintenance is performed, the life expectancy of the asset is extended, and documentation on the asset can be validated to ensure appropriate maintenance schedules are derived. This maintenance and inspection also help ensure that Fibreboard and Martis Valley Wells continue to have both adequate water flows and water quality. The District has developed a water utility 10-year capital improvement plan (CIP) which outlines the maintenance and improvement needs associated with the District's groundwater well facilities to ensure the long-term reliability of critical water pumping resources. The District's scope of work for well rehabilitation is generally broken into five parts: • Mobilization • Removal of the well pump and motor assembly • Inspection/recommendation (Proposed Maintenance of well, pump, and motor assembly) • Installation of the pump Page 1 of 3 Page 126 of 143 • Demobilization. Request for Bid documents for the rehabilitation of Fibreboard and Martis Valley Wells were completed in April 2022. A bid opening was held on May 05, 2022. One bid was received. At the regular Board of Director Meeting held on May 18, 2022, the board authorized the General Manager to proceed with the well rehabilitation project. The contract was awarded to Carson Pump LLC of Carson City, Nevada, and fully executed on May 20, 2022, for a total authorization not to exceed the amount of$211,629. This was comprised of the original contract amount of$192,390.00 plus a 10% change order allowance. ANALYSIS AND BODY: The scope of the work for the well rehabilitation project includes "inspection/recommendation". In most cases, the totality of this scope is unknown prior to the removal of the well, motor, column/shaft, and pump. After the removal and inspection of Fibreboard and Martis Valley Well, Carson Pump LLC recommended the following: Fibreboard Well Recommendations: • Brushing/Bailing • Redevelopment • 20 new couplings • 90 stainless steel line shaft couplings • 86 rubber retainer bearings • 12 new bowl bearings • 40 hours of shop labor to inspect the line shaft Rehabilitation not to exceed $53,784 Martis Valley Recommendations: • Brushing/Bailing • Redevelopment • 12 new column couplings • 12 new bearing retainers • 18 rubber retainer bearings • 300' stainless steel line shaft and couplings • 6 hours of shop labor to inspect the line shaft • New Goulds Pump (Difference versus rebuilding the old $15,700) Rehabilitation not to exceed $90,380 Most of the previously mentioned items from scope three of the proposal were included in the original proposal. However, the cost of the pump was not included. The purchase of a new water pump for Martis Valley well exceeded the 10% contingency of $19,239. Page 2 of 3 Page 127 of 143 However, other cost savings were able to be realized, so staff had forecasted the project to stay under the allocated monies. Staff recommended replacing and not rebuilding the pump in the Martis Valley Well, due to the minimal cost difference and effort required to access the pump. The estimated cost of rebuilding the pump was $12,900, and the original casing and bowls would have been reused. Whereas a new pump with all new components costs $28,600. During the development of the Martis Valley Well, more contractor-provided well development time was needed than was originally anticipated to achieve the desired production goal with the new pump. These additional hours and the new pump resulted in a $1,846.00 overrun of both the contingency and original proposal allowed monies. Staff was recently notified of this overrun in expenses and is bringing the additional contract authorization of $1,846.00 to the Board for consideration. FISCAL IMPACT: The additional cost from Carson Pump LLC for additional development time on Fibreboard and Martis Valley wells was $1,846.
