Wright, General Manager RECOMMENDATION: Authorize the General Manager to execute a contract with TMG — Consulting Engineers to perform a Supervisory Control and Data Acquisition (SCADA) Scoping Study for an amount not to exceed of$23,500, plus a ten percent change order allowance of $2,350, for a total authorization not to exceed $25,850. BACKGROUND: The District relies on electric and water utility SCADA systems for situational awareness, efficient operation, system performance data and emergency response. Over the years significant investments have been made by the District to further develop these assets through the SCADA Reliability Improvement Project (SRIP), the Water SCADA System Project and associated phases of the existing electric utility SCADA system improvements which are all included in the Electric and Water capital plans. The District's water utility SCADA system has been fully integrated into the operations, maintenance and management of water utility production and distribution systems. With the relatively recent integration of AMI electric metering systems, updated automated control equipment and the long term goal of incorporating more advanced smart grid technologies, Staff have identified the need to bring in outside expertise to assess the needs of the District, current status of the electric utility SCADA system and evaluate opportunities to optimize and improve. ANALYSIS AND BODY: The skill set required for the SCADA Scoping Study is very specialized, often requiring third party consulting firms to conduct these studies. District staff have had positive experience with TMG — Consulting Engineers (TMG) who offer such services. District Code Section: 3.08.050 — Agreements for Special Services, allows for the direct procurement of special services under which the SCADA Scoping Study. Staff requested and received a Proposal (See Attachment 1) from TMG to perform a SCADA Page 1 of 3 Page 131 of 143 Scoping Study for the Electric Department. The purpose of this study is to provide the District's electric utility with an understanding of the limitations and potential of the existing SCADA system and infrastructure and to identify current capabilities and future possibilities. The proposed scope of work will include- 1. Interview District electric engineering and operations staff to understand how SCADA is used today, and what information is desired to be displayed; 2. Interview District IT staff to understand the limitations and capabilities of the existing system; 3. Request data and information to help quantify the results of the interviews; and 4. Create a final report focusing on the current use and limitations, where and how the District would like to enhance its SCADA, and what is a general plan to enable those enhancements. TMG has extensive experience in studying, designing, and commissioning SCADA systems for a variety of customers including electric utilities, industrial plants, and complex monitoring and control systems. Their proposed schedule aligns with staff's plan to optimize and expand the existing SCADA system during and over the next few years. GOALS AND OBJECTIVES: District Code 1 .05.020 Objectives: 1. FISCAL IMPACT: Page 2 of 3 Page 132 of 143 TMG's Proposal for the SCADA Scoping Study includes $23,500 in labor and materials. District staff are recommending a 10% change order authorization of $2,350, for a total not to exceed contract amount of $25,850. Funds for this work will come from the FY23 budget for professional services, specifically GL accounts 1.6.928.00.740 & 748 which has sufficient funds to cover this expense.
