Wright, General Manager RECOMMENDATION: Adopt Resolution 2023-14 accepting the Pioneer Trail Pipeline project as complete and authorize the filing of the Notice of Completion. BACKGROUND: The Tahoe Donner subdivision consists of approximately 5,600 single-family homes, about 400 multi-family residential units, a golf course, a downhill ski area, a cross- country ski area, and other amenities. This represents about 44% of the water system customers. An additional 500 residential units are expected in the Tahoe Donner area at buildout conditions. The entire subdivision has been served by a single 14" welded steel pipeline with two pump stations and two storage tanks that essentially serve as forebays. These facilities were constructed in the early 1970s and are approaching the end of their useful life. The District previously identified the need to construct a second pipeline into Tahoe Donner and this project was discussed in the current Water System Master Plan. The master plan identified the need for a 20" pipeline, but more recent estimates of buildout water demand have determined that the pipeline can be downsized to 16" diameter. On the eastern end, the new pipeline would connect to an existing 24" pipe near Pioneer Trail and Comstock Drive. The western end would connect to an existing 16" pipe at the intersection of Northwoods Boulevard and Lamplighter Way. Electrical and communications conduits would be installed in a joint trench along with the water pipeline. A new pump station would also be needed to lift water into the Tahoe Donner area. The planned location for the pump station is on District-owned property in close proximity to the TNT Materials concrete batch plant. The overall project was broken into two separate construction contracts — one covering the pump station and the other covering the pipeline and conduits. Page 1 of 4 Page 134 of 143 The Board previously awarded three contracts to outside consulting firms associated with the overall project: • In November 2020, a contract was awarded to Water Works Engineers (WWE) to provide design assistance with the crossing of Trout Creek and the performance of a hydraulic transient analysis. • In October 2021, a contract was awarded to Sauers Engineering to design the pump station. • In October 2021, a contract was awarded to Helix Environmental Consulting to perform the environmental review of the project. The CEQA Initial Study/Mitigated Negative Declaration (IS/MND) was made public on March 12, 2022 and the public comment period closed on April 12, 2022. On May 4, 2022, the Board of Directors approved the project for the purposes of CEQA. On April 18, 2022, the District began advertising for bids for the pipeline construction contract. The bid opening was held at 2.00 PM on May 19, 2022. The low bidder was C&D Contractors with a bid price of $4,497,043. Using the individual bid items from the bid schedule and C&D bid prices, the anticipated cost allocation between the Water Department and Electric Department was calculated: Department Amount Percentage Water Department $ 3,613,391 80.4% Electric Department $ 883,652 19.6% Total $4,497,043 100% The Board awarded the contract to C&D at the June 1, 2022 meeting. At that time, a ten percent change order allowance was also established for a total authorization of $4,950,000. ANALYSIS AND BODY: Construction on the project began in September 2022. Work was stopped for the winter of 2022-23 and restarted in May 2023. Construction was completed in October 2023. During the course of the project, four change order requests were submitted and reviewed by staff. After review and discussion, the District and C&D agreed on a total of$121,826.12 for these issues. The items were: • Installation of additional bell restraints associated with the change of alignment due to a sewer pipeline • Additional backfill for the additional depth associated with the change of alignment due to a sewer pipeline Page 2 of 4 Page 135 of 143 • Additional fittings associated with the change of alignment due to a sewer pipeline • Installation of a block retaining wall at an electrical vault In addition to the four change order requests noted above, there is one item that results in credit to the District. The contract is based on a unit price bid. Attachment 1 shows the differences between bid totals and the amounts actually constructed. This analysis results in a $196,265.90 credit to the District. In October, District staff performed a final walkthrough of the project. The work performed is complete and should be accepted by the District. Attached is a draft resolution (Attachment 2) accepting the project and directing that a Notice of Completion be filed. GOALS AND OBJECTIVES: District Code 1 .05.020 Objectives: 1. FISCAL IMPACT: The original bid price was $4,497,043. Once adjustments are made for the items described above, the final contract price is $4,422,603.22. That the District hereby accepts the Pioneer Trail Pipeline project as complete. 2. That the Clerk of the District be directed to file with the County of Nevada the Notice of Completion, a copy of which is attached hereto. 3. That 35 days following the filing of the Notice of Completion, the monies retained from the contractor payments be released to the contractor if no claims have been made to the District by material suppliers or laborers.
