SUBJECT: Consideration of Payment to the Town of Truckee for Water
Infrastructure Associated with the Town's 2021 Paving and
Drainage Project.

RECOMMENDATION:
Authorize the General Manager to remit payment to the Town of Truckee for the total
District expenditure of$111,700.00 plus a ten percent change order allowance for a
total authorization not to exceed $122,870.00.
BACKGROUND:
Each year, the Town of Truckee Public Works conducts annual paving projects in select
areas throughout the Town limits. The Town engages in a publicly advertised bidding
process and awards the annual paving contracts to the lowest responsive bidder. For
the 2021 Paving and Drainage Project, the Town of Truckee awarded a contract to
Sierra Nevada Construction. The scope of work included paving and drainage
improvements along sections of the following town right-of-ways:
Central Truckee:
• Donner Pass Road
• Truckee Way
• Comstock Drive
• Brockway Road
Glenshire :
• Donnington Lane
• Woodbridge Court
• Wiltshire Lane
• Somerset Drive

• Hillside Drive
• Alder Creek Road
• Ski Slope Way
• Slalom Way
• Snowpeak Way
• Rhineland Avenue
• Davos Drive
ANALYSIS AND BODY:
Included as an option in the scope of work and itemized in the Town of Truckee 2021
Paving and Drainage Project bid package, is the repair and resetting to grade of the
District's water utility valves and utility boxes that lie within the Town's right-of-way and
project boundaries. Following the public bidding process, the Town of Truckee
Department of Public Works provided the District with the option of assigning to the
awarded contractor the responsibility of resetting water utility valves and utility boxes to
grade, at the District's expense, or utilizing District labor to perform the work. After
evaluating the associated costs and availability of water department labor, staff
determined it to be in the best interest of the District to execute the option in the
contract to have Sierra Nevada Construction perform the task of resetting District water
valves and utility boxes to grade in the 2021 Paving and Drainage Project at the
District's expense.
The 2021 Paving and Drainage Project items to be expensed to the District include:

FISCAL IMPACT:
This project is in response to the District's responsibility to maintain utility infrastructure
within the public right of way and is dependent upon the execution of roadway
maintenance projects managed by the Town of Truckee. For this reason, the project
costs for the District were largely unknown until the Town fully executed the competitive
bidding process. This procurement was not included in the Board's approved FY21
Water Operations Budget, however sufficient funds for this project are available in the
Water Utility's operating reserve. The Water Utility operating reserve balance as of
12/31/2022 is $7.68M.
