UTV

RECOMMENDATION:
Authorize the General Manager to execute a contract with Roseville Honda of
Roseville, CA, for a Honda Pioneer 1000-6 Deluxe Crew UTV in the amount of$45,471,
plus a 15% change order authorization, for a total not to exceed amount of $52,292,
plus taxes and fees.
BACKGROUND:
The District's electric and water utility services are delivered to our customers through
utility distribution systems made up of more than 220 miles of electric utility conductors
and 230 miles of underground pipelines. These distribution system assets are
strategically laid out to ensure safe, reliable and high-quality service. Many sections of
underground and overhead utility assets are installed along public utility easements
(PUEs), public right of way or private "backyard" easements where access is limited
due to difficult terrain or limited space. In some cases, electric and water field crews
may be limited to access only by foot or small vehicles. These areas where overhead
and underground utilities have limited access can become even more challenging
during winter months when snow limits the type of vehicles that can successfully travel
across particular terrain.
Staff has evaluated different solutions over the years with marginal success. However,
recent advancements and development of utility terrain vehicles (UTVs) offer various
models of "side by side" all-wheel drive vehicles meeting the District's needs. The UTV
offers enhanced mobility and access to areas of difficult terrain, including snow
conditions in which the UTV can be retrofitted with all-wheel drive snow tracks.
Staff worked collaboratively with the Electric Operations crew to develop specifications
for the UTV and determined that the Honda Pioneer 1000-6 was the UTV most durable
and capable of meeting the District's needs.

Specific attributes identified during the vehicle selection process include:
• Honda brand history of engineering for quality, durability, and reliability
• Six seat capacity - sufficient to transport an entire Electric Operations crew
• Bed capacity - 600 pounds
• Towing capacity — 2500 pounds
• 999 cc motor
• Automatic Dual-Clutch Transmission (DCT) with 2WD, 4WD and Differential Lock
• Direct front and rear driveshafts
• Compatible winter track attachments for over-snow travel
• Available accessories for storage and functional upfits
During July and August 2023, staff engaged in the public competitive bidding process to
solicit bids for a new Line Crew UTV for the Electric Department. The proposed
procurement includes the purchase of accessories and winter track attachments to
allow for year-round use and benefits for the District.
Bid advertising for this procurement began in July 2023, with the bid opening held on
August 17, 2023. No responsive bids were received.
At the October 4, 2023, Board of Directors meeting, the board authorized the General
Manager to dispense with the competitive bid process and to negotiate the
procurement directly with a UTV distributor.
ANALYSIS AND BODY:
Following the unsuccessful request for public bids, a cost estimate for the Honda
Pioneer 1000-6 Deluxe Crew with winter track attachments and other accessories was
solicited and received from Roseville Honda, a Honda Powerhouse Dealer located in
Roseville, CA. Honda Powerhouse dealers only focus on Honda, which means clients
find the ultimate selection of Honda motorcycles, ATVs, scooters and Side by Side
UTV's, as well as Honda parts, accessories and some of the most knowledgeable staff
in the industry. Based upon these findings, staff is recommending approval to execute
a contract with Roseville Honda of Roseville, CA, for the budgeted FY23 Procurement
of one (1) Honda Pioneer 1000-6 Deluxe Crew UTV.

FISCAL IMPACT:
The approved FY22/23 Budget for the UTV and equipment procurement is $88,332.
Staff received a cost estimate for one (1) Honda Pioneer 1000-6 Deluxe Crew UTV in
the amount of $45,471, and is recommending an additional 15% change order
authorization, for a total not to exceed amount of $52,292, plus taxes and fees, which is
$36,040, or 41% below the FY22/23 Budget approved $88,332.
