Wright, General Manager RECOMMENDATION: Receive this report and provide input and direction to staff. BACKGROUND: The District adopted the Truckee Donner Public Utility District Strategic Plan 2021-2024 (Plan) in 2021. This living document is tied to the District's operational, capital, and financial plans and the Plan's goals and objectives are linked to current adopted budgets. The original Plan introduced four new Board strategic initiatives that were presented to the public and which received significant public community input. The original Board strategic initiatives were: Undergrounding of Overhead Electric Lines; Community-Wide Broadband; 100% Renewable/Clean Electric Resources; and Local Clean Generation. Each of the four initial Board strategic initiatives has evolved significantly since 2021. The District Board and staff are concluding a mid-cycle review of the Plan including review of the Board strategic initiatives. This comprehensive process included: Board and staff review of the original Plan, evaluation of new information; consideration of the progression of the initial Board strategic initiatives and opportunities to update; Benchmarking with industry experts and public utility partners on the new proposed Board strategic initiatives; and community circles across Truckee's neighborhoods to engage customers and stakeholders to hear feedback. ANALYSIS AND BODY: The proposed new Board strategic plan initiatives are: • Service Reliability and Safety • Net Carbon Reduction • Local Watershed Stewardship Page 1 of 3 Page 34 of 85 • Community Broadband Each proposed new Board strategic plan initiative will be presented and will include: History of the initiative; what we have learned entering the mid-cycle review; benchmarking results; proposed new Board strategic initiative; Community Circle table- top summary and Slido results; final Board strategic initiative definition; key points; and metrics for success. There has been a significant amount of District work and engagement with the community on the evolution of Board strategic plan initiatives. Based on the overall ranking for our Community Circles, this group ranked in order of priority: Service Reliability and Safety; Net Carbon Reduction; Local Watershed Stewardship; and Community Broadband. There is a general desire to pursue all four Board strategic initiatives with the caveat of wanting more information on the overall costs and benefits. GOALS AND OBJECTIVES: District Code 1.05.020 Objectives: 1. Responsibly serve the public. 2. Provide a healthy and safe work environment for all District employees. 3. Provide reliable and high quality water supply and distribution system to meet current and future needs. 4. Provide reliable and high quality electric supply and distribution system to meet current and future needs. 5. Manage the District in an environmentally sound manner. 6. Manage the District in an effective, efficient and fiscally responsible manner. District Code 1.05.030 Goals: 1. Manage for Financial Stability and Resiliency 2. Environmental Stewardship: Create a sustainable resilient environment for all our communities. 3. Engage with our customers and communities in a welcoming and transparent way to identify opportunities. 4. Take the best of private sector thinking to modernize the utility and add value to our communities. 5. Developing an inclusive culture drives organizational integration and success. FISCAL IMPACT: There is no direct fiscal impact associated with this workshop item. Portions of the Board strategic initiatives are directly funded in the recently adopted FY24 and FY25 budgets. A portion of the Board's strategic initiatives are currently unfunded and would require future District funding and/or pursuit of external funding such as grants or partnerships.
