WHY THIS MATTER IS BEFORE THE BOARD Board authorization is required for expenditures in excess of$15,000. 2. HISTORY The Donner Lake Circuit No. 3 feeder is a new 12.47kV distribution feeder that will originate at the District's Donner Lake Substation and connect to the Tahoe Donner area. This new feeder circuit is an approved Electric System Master Plan Project for providing increased electrical capacity and improved reliability. It will be approximately 2 miles long and will be built under existing 60kV transmission lines owned by the District and NV Energy. Most recently, the Board authorized payment to NV Energy for the construction of the portion of the circuit to be placed on NV Energy's transmission line. The District-owned portion of the 60kV transmission line is approximately 1,500 feet in length and connects Donner Lake Substation to NV Energy's transmission line. The installation of the new distribution feeder will require replacement of five existing transmission poles with larger poles, and the installation of new crossarms to accommodate the distribution feeder. Construction is difficult because of the steep sloped area on Donner Lake Road where the poles are located. District crews have installed 2 of the 5 transmission poles. The three remaining poles are up to 50 feet away from the road and down a very steep embankment. Access is limited to tracked excavation equipment. In addition, pole replacement will require a large crane as District equipment does not have the reach required to replace and set heavy transmission poles at this location. 3. NEW INFORMATION A bid package was prepared to solicit bids from qualified contractors for the installation of three transmission poles and the underbuild circuit. The bid period was from November 12 to November 20, 2009 and was advertised in the local newspaper. The District received two bids by the November 20 deadline from Diversified Utility Services and PAR Electrical Contractors. The lowest bid was determined by a comparison of total amount bid as submitted on the Bid Schedule. PAR submitted the lowest bid and was found to be responsive with our contract requirements. FISCAL IMPACT The source of funding for the new Donner Lake Circuit No. 3 feeder is Facilities Fees as this project provides increased electrical capacity and improves reliability. Sufficient funds exist in the Electric Facilities Fees account to cover the contractor construction cost. It is also recommended that the Board of Directors authorize a 10% allowance for change orders at this time. 5. RECOMMENDATION Award the Donner Lake Transmission Line Pole Replacement Project contract to PAR Electrical Contractors in the amount of $74,750 which includes a 10% change order allowance of $6,800.
