Subject: Consideration of Change Order to the Contract with Holdredge &
Kull to Perform Geotechnical Testing Services
1. WHY THIS MATTER IS BEFORE THE BOARD
Board action is required for expenditures in excess of$15,000.
2. HISTORY
Geotechnical Testing involves testing of materials such as soil, asphalt and concrete
associated with the District's construction projects. The District has a need for such
testing associated with its construction projects and District personnel are not trained
nor equipped to perform the necessary testing work.
In February 2009, the District issued a Request for Proposals (RFP) for Geotechnical
Testing Services associated with the 2009 construction projects. Twelve proposals were
received in response to the RFP. After review of the proposals, the Board awarded a
contract for Holdredge & Kull (H&K) in a base amount of $55,000 with a $5,500
change order authority for a total contract value of $60,500. This amount covered
geotechnical testing associated with the pipeline replacement and Tahoe Donner
Substation rebuild projects.
3. NEW INFORMATION
Based upon the current level of expenditures, it is expected that the total costs for the
geotechnical testing associated with the pipeline replacement project will exceed the
original contract value. It is expected that an additional $41,000 will be necessary to
cover the work performed by H&K associated with the pipeline construction.
In addition, there is a new project that will require geotechnical testing that was not
covered by the original contract. The District has a need for compaction testing,
concrete testing and structural steel inspection associated with the parking structure
project located at 11570 Donner Pass Road. This cost is estimated at $7,500.
4. FISCAL IMPACT
Geotechnical testing is paid on an hourly basis and the hourly cost is allocated to the
project on which the work is performed. The pipeline related work is paid from Water
Department 2006 COP funds. Sufficient funds exist to cover the cost of this additional
work.
The parking structure work is paid from the Land Sales Fund set aside for the
development of the Corporation Yard.
5. RECOMMENDATION
1) Authorize a change order to the contract with Holdredge & Kull for geotechnical
testing services in an amount not to exceed $48,500.
2) Authorize the transfer of monies from COP funds to the Water Department General
Fund to cover the cost of the contract.
3) Authorize the transfer of monies from the Land Sales Fund to the Water Department
General Fund to cover the cost of the contract.
