RE: Truckee Donner Public Utility District's Rate Structure Workshop
Board of Directors,
Thank you for the opportunity to attend the August 5, 2009 Truckee Donner Public Utility
District's Board of Directors meeting, as well as the opportunity to review the "Cost of Service
Study Results" provided by Shawn Koorn, of HDR. The briefing was excellent and provided
much needed detail in order to evaluate the potential impact of water rate changes, and how they
might impact the Tahoe Donner Association.
As you may know,Tahoe Donner Association is a Non-profit, mutual benefit association(501
4) that provides goods and services to the 6,500 homeowner community known as Tahoe
Donnerw. The business operations of this association include a wide variety of activities that
support the membership and guest of the association, along with a limited number of the public.
The association utilizes approximately 40 million gallons of public utility water each year to
support these operations. The principal Tahoe Donner Association activity which relies on a
large portion of this public utility water is our golf course. The Tahoe Donner Golf Course uses
predominantly well water from two Tahoe Donner Association wells; however, it also subsidizes
this well water during peak hours with a limited quantity of public utility potable water.
In reviewing the three proposed alternatives for a new uniformed rate structure for commercial
operations, I found it useful to utilize four criteria in determining the best alternative for the
Tahoe Donner Association. First, do any of the rate structure alternatives levy an increased rate
structure on the commercial user with no appreciable increase in the cost of operations to the
public utility district?
