Subject: Consideration of the Award of a Contract for Consultant Services to
Design a New Water SCADA System
1. WHY THIS MATTER IS BEFORE THE BOARD
Board authorization is required for expenditures in excess of$15,000.
2. HISTORY
At the February 4, 2009 Board meeting, a workshop on the Water System Supervisory
Control And Data Acquisition (SCADA) system was held. Discussed at the workshop
was the need for one new Water SCADA system to replace the current three
completely different SCADA systems. All three old SCADA systems were built in the
early 90's, and do not meet current industry standards. The current systems are
unreliable and repair parts are becoming unavailable. The new SCADA system will
control the delivery of water and operate in the most energy efficient manner. On June
5, 2009, the District issued a Request for Proposals (RFP) for a consultant to evaluate
the District needs and design a new system.
3. NEW INFORMATION
The RFP is structured in 3 phases. Phase 1 is the collection of system information of
District needs, evaluation of communication system for a new water SCADA system,
and investigation into the use of the existing Electric system SCADA servers and
software as a possible option. Phase 2 is to design and prepare specifications and
cost estimates for a new Water SCADA system to include Remote Terminal Unit's
(RTU) software, main system, and communication equipment. Phase 3 is to manage
and/or perform the installation, programming, integration and training of District staff to
include RTU's, software, main system, and communication equipment.
The District received 5 proposaIs in response to the RFP. The firms are

ECO:LOGIC
DLT&V
Westin Engineering
JSP Auto
A staff review committee of four met and evaluated the proposals. Based on the
technical proposals Carollo Engineering was ranked highest, ahead of (in order)
ECO:LOGIC, DLT&V, Westin Engineering, and JSP Automation. The conclusion from
the review is Carollo Engineering has the expertise in SCADA systems and
communication systems that meet the needs of the District.

Staff is recommending the award of Phases 1 and 2 at this time. The need for Phase
3 will depend on the outcome of Phases 1 and 2.
4. FISCAL IMPACT
This project is funded with the 2006 COP. Sufficient funds exist for the project.
5. RECOMMENDATION
Award a contract to perform the SCADA Study for Phases 1 and 2 to Carollo Systems
LLC in an amount not to exceed $335,500 which includes a change order allowance
of 10%, r $30,5
