WHY THIS MATTER IS BEFORE THE BOARD This matter is before the Board as the proposed contract for the TDPUD Building Energy Use Assessment and Improvement Study is greater than $15,000 and requires Board approval. 2. HISTORY A Request for Proposal (RFP) was issued for the TDPUD Building Energy Use Assessment and Improvement Study on October 14th and an advertisement for the RFP was placed in the Sierra Sun on Friday, October 16th. Proposals were due on Wednesday, October 28th, 2009 to conduct a study of our main headquarters at 11570 Donner Pass Road to determine opportunities to save energy through both operational/maintenance improvements and cost-effective capital investments. The desired outcome of the study is to have a prioritized list (by cost-effectiveness) of opportunities to save energy and money. This study will be used for internal budgeting purposes, and to apply for grants/stimulus money to help pay for future projects. 3. NEW INFORMATION The District received 5 proposals from GLUMAC, Conservation Associates, Enovity, TestMarcx, and Beaudin Ganze. A selection committee was created that included two representatives from the Conservation Department, one representative from General Management, and one representative from the Water Department. The proposals were scored based on the criteria established in the RFP which was: 10% for cost, 20% for schedule, 40% for technical requirements, 10% for clarity of proposal, 10% for experience, and 10% for references. The average score for each proposer is as follows (out of a maximum 100 points): Enovity 90, Conservation Associates 84, TestMarcx 80, GLUMAC 79, Beaudin Ganze 67. All four representatives of the selection committee ranked Enovity as the proposal that was the most advantageous to the District. The cost of the Enovity proposal was $15,500. 4. FISCAL IMPACT Sufficient funds exist within the FY09 budget for this study project. Future funding for implementing the recommendations of the study would come from the rates and/or grant/stimulus funding. 5. RECOMMENDATION Award a contract for a base amount of $15,500 plus a 10% change order authorization for an amount not to exceed $17,050 to Enovity for the TDPUD Building Energy Use Assessment and Improvement Study.
