RECOMMENDATION:
Approval of the 2024 Unrepresented Salary Schedule (attachment 1), which includes
four new positions.
BACKGROUND:
The recent history of unrepresented salary schedule adjustments is as follows:
FY20 includes a 2.5% salary schedule adjustment and a 5% general wage increase
FY21 included a general wage increase of 2.0%
FY22 included a general wage increase of 5.0%
FY23 included a general wage increase of 5.0%
District employees fall into two general categories with respect to negotiation of wages
and benefits (union represented and unrepresented). Over the last three years, the
general wage increases for unrepresented employees have been relatively consistent
with the represented employees' formula (with some exceptions) as outlined in the
current negotiated Memorandum of Understanding Between IBEW Local 1245 and the
District (MOU). General wage increases have been based upon the October annual
change CPI-W (San Francisco-Oakland-Hayward) with a 5% maximum and a 2%
minimum.
The referenced October 2024 CPI-W figure is 2.5%. The MOU with IBEW Local 1245
specifies for FY24 to utilize the CPI-W value minus 1%, subject to 2.0% min and 5.0%
max.
ANALYSIS AND BODY:
Unrepresented staff began meeting in November 2023 to discuss their proposals for
negotiations for the 2024 terms and conditions for salary and benefits packages. In
December 2023, the General Manager (the designated negotiator for the Board of
Directors) began discussions with the unrepresented staff and have come to a general
agreement of terms, with an effective date of January 1, 2024. This agreement

includes the following:
A. FY24 Salary Schedule includes a 2.5% general wage increase based upon October
2023 CPI-W (San Francisco-Oakland-Hayward) of 2.5%. Attachment 1 is the FY24
Unrepresented Salary Schedule.
The unrepresented employee negotiations included discussions on several additional
changes to benefit items. Each of these benefit items are currently being reviewed.
These contemplated benefit changes will require modification of Title 4 Personnel (by
Resolution).
Accordingly, the potential benefit modifications listed below will be presented to the
Board for review and consideration at the February 7, 2024 regular board meeting.
1. Adjustments to annual vision benefits to account for inflation
2. Adjustments to paid sick leave cash out
3. Adjustments in District contributions/match for CalPERS Pepra participant
employees, due to recent changes in minimum employee contribution requirements
The FY24 Salary Schedule includes four new positions, which were discussed during
the FY24 FY25 budget cycle, and financially included in the FY24 FY25 Budget
approval by the Board on November 1, 2023. Job descriptions for the four new
unrepresented positions have been provided as Attachment 2. A brief overview of the
four positions is as follows:
• Electric Ops - Vegetation Program Manager
o Job Summary-The Vegetation Management Supervisor, under direct
supervision of the Electric Operations Manager, plans, organizes, directs,
and supervises vegetation management programs throughout the
District's service territory. This position performs a variety of
administrative and technical duties related to vegetation management
programs and assigned areas of responsibility.
• IT - Senior Network Administrator
o Job Summary Under general direction from the Information Technology
(IT) Director/Chief Information Officer and collaboration with others on the
IT team, the Senior Network & Systems Administrator has primary
responsibility for the design, implementation, and maintenance of the
District's network architecture, wired and wireless, including at water and
electric sites, as well as the server infrastructure in the data centers. In
collaboration with the IT Director/CIO and IT team, this position provides
the primary network and systems architectural design, is responsible for
providing systems technology research, mentors other Network &

Systems Administrators, utilizes system monitoring solutions, responsible
for developing and maintaining technology "best practices" policies and
procedures, as well as provides customer support and designs technical
education for District employees. This position also works collaboratively
with the IT Director/CIO and the Security Manager as the security team
for the District to ensure the District's network and systems are following
security best practices.
• IT - Business Intelligence Architect
o Job Summary - Under the general direction of the Information Technology
(IT) Director/Chief Information Officer, the Business Intelligence (BI)
Architect is responsible for directing the design, implementation, and
support of the data model and associated data warehouse infrastructure.
This position provides technical guidance on BI solutions, acting as the
technical lead for their design, development, and maintenance.
As such, the BI Architect is responsible for defining and driving the
reporting standards across the District. This role not only architects the
entire data stack infrastructure but also performs data analysis to support
the District with statistical modeling for electrical, water, and all
stakeholders. Works independently to examine resource portfolio,
economic, and technical data with the aim of improving utility operational
systems and reporting used for electric power supply and water regulatory
requirements. Training and educating other data analysts and
departmental data experts will be instrumental in ensuring improved
analytics and predictive modeling using District data.
This position is also responsible for the Data Governance Plan of the
District, which includes, but is not limited to, data architecture, data
modeling & design, data quality, data security, and data integration &
interoperability between District systems as well as third parties.
• Administration - Management Analyst
o Job Summary The Management Analyst / is responsible for supporting
the electric, water, and administrative services departments with data
products and reports on key business metrics. Analytical support will
include regular reporting products, data collection, and ad hoc
assignments. Additionally, the Management Analyst is expected to partner
with key staff in each department and help develop data tools which will
support TDPUD's mission. Finally, the Management Analyst /will help
with the sustainability program implementation by providing analytical
support and in executing residential energy audits.

FISCAL IMPACT:
Unrepresented Employees - Rate of Pay FY24, the budget estimated a 3.0%
increase. With approval of the 2.5% increase, the 0.5% savings to budget equates to
$32,000.
The Unrepresented new position ranges in the salary schedule (attachment 1) are
slightly different from planned in the FY24 budget, having an incremental cost impact
on FY24 of$10,300.
Net impact of$21,700 savings to budget for FY24.
