Subject: Consideration of the Award of a Contract to Humitech for Keep Your
Cool Program
1. WHY THIS MATTER IS BEFORE THE BOARD
This item is before the Board as the proposed contract award is greater than $15,000
and requires Board approval.
2. HISTORY
The Board approved a FY09 Budget that included funding for new energy efficiency
programs. One source of new programs has been the District's participation in the
Northern California Power Agency's (NCPA's) Public Benefits Committee. For FY09,
NCPA's Public Benefits Committee developed the Keep Your Cool direct install
program as a service to its members. The Keep Your Cool program targets
refrigeration efficiency in supermarkets, convenience stores, and restraints. This
specialized service involves the 'direct-install' of commercial refrigeration measures by
a qualified contractor who also takes care of the administrative components of the
program including marketing, scheduling, installation, and paperwork. The Keep Your
Cool program has been widely implemented by other NCPA members and Humitech
has performed very well to date.
3. NEW INFORMATION
Through a competitive process conducted by Silicon Valley Power and reviewed and
approved by NCPA, Humitech was selected as the contractor to perform the Keep
Your Cool program for participating NCPA members. The Silicon Valley Power and
NCPA Board resolutions selecting Humitech are attached. Based on this competitive
process and as allowed in District Code Title 3 Section 3.08.060 (Joint Purchasing
with the State of California and Other Public Agencies), the Conservation Department
is proposing to award a contact to Humitech for perform the Keep Your Cool Program
in an amount not to exceed $30,000.
4. FISCAL IMPACT
Sufficient funds exist within the Board approved FY09 Conservation Department
Budget for this program.
5. RECOMMENDATION
Award a contract to Humitech for the Keep Your Cool Program for an amount not to
exceed $30,000.
