WHY THIS MATTER IS BEFORE THE BOARD This workshop item is before the Board to solicit feedback and direction regarding the District's current customer assistance programs and the proposed Low Income - Energy Saving Program (LI-ESP). 2. HISTORY The District has a series of customer assistance programs designed to help customers manage their energy bills. Staff has been reviewing existing programs and investigating potential new programs to further strengthen the District's support of our most vulnerable customers. This is the second in a series of Board workshops to discuss the current and proposed customer assistance programs. The previous workshop focused on the existing Equal Payment Plan and Staff was directed to modify the Bill Amortization program. 3. NEW INFORMATION Staff has been developing the scope for a proposed Low Income - Energy Saving Program (LI-ESP). LI-ESP is proposed as a combination of direct low-income assistance in the form of an energy voucher (worth approximately 1-months winter bill) in combination with a mandatory free energy survey of the customers residence (including free lighting and other measures). Proposed low-income qualification levels along with information on the TDPUD Customer Assistance Programs and the LI-ESP will be discussed as part of the Board meeting presentation. 4. FISCAL IMPACT Sufficient funds exist within the Board approved FY09 Budget for these programs. 5. RECOMMENDATION Receive this report and provide direction to Staff. Mary ChapWan Michael D.
