Wright, General Manager RECOMMENDATION: Adopt Resolution 2024-01, Authorizing the Execution of Lot Line Adjustments Between Properties Owned by Truckee Donner Public Utility District, Truckee Donner Recreation and Park District and Truckee Sanitary District. BACKGROUND: The current Truckee library was constructed in 1975 when the service area population was 2,000. Now the service area is 20,000 with the same library. The Friends of the Library are leading an effort to build a modern 20,000 sq. ft. facility that will serve as the community center for creativity, collaboration, and connection. The District has expressed support for the project as staff continue to seek opportunities to participate in the project within the scope of the District's mission and services to the community. While staff have identified several future opportunities in which the District might partner with the library related to water and energy efficiency programs, education and community engagement, there is a near term opportunity for the District to contribute to the success of the project. The District has partnered with Friends of the Library, Town of Truckee, Nevada County Truckee Donner Rec and Park District, and Truckee Sanitary District in identifying the most favorable location within the Truckee River Regional Park complex for the new library. The preferred location is adjacent to, and overlies portions of two parcels owned by the District within the Truckee River Regional Park complex. In a collaborative effort lead by the Friends of the Library, three public agencies with ownership in adjacent parcels within the project footprint have identified an opportunity to execute lot line adjustments offering multiple public benefits. The first benefit would be that the underlying property of the new library would be within a single parcel and ownership. The second benefit is that the resultant parcels would create much cleaner and much more easily managed property lines for future land use and management. The lot line adjustments would clean up legacy parcel alignments that Page 1 of 2 Page 25 of 73 had previously created situations where existing facilities and resources crossed parcel lines, creating property management challenges. ANALYSIS AND BODY: To facilitate the proposed lot line adjustments, the District entered into a professional services contract with Sage Land Surveying in December 2022 to conduct property line surveys, legal descriptions and the submittal of associated documentation for all necessary lot line adjustments. Costs associated with Sage Land Surveying services were shared between the District and the Friends of the Library. Sage Land Surveying has completed all the necessary survey work, legal descriptions and documentation. Next steps will include finalizing applications and execution of legal documents to record each of the associated lot line adjustments. Board authorization and designation of authority to the General Manager by formal resolution is required by Placer Title Co. in order to execute final documentation. Staff is recommending adoption of Resolution 2024-01 (attached) to authorize all necessary actions. GOALS AND OBJECTIVES: District Code 1 .05.020 Objectives: 1. Responsibly serve the public. 2. February 7, 2024 WHEREAS, the District has partnered with the Friends of the Truckee Library, Town of Truckee, Nevada County, Truckee Donner Rec and Park District, and Truckee Sanitary District in identifying a favorable location for a new public library in Truckee; and WHEREAS, the District owns real property within the larger Truckee River Regional Park complex; and WHEREAS, two parcels (APN 019-450-053 and APN 019-450-054) owned by the District are adjacent to and underly portions of the preferred location of the new Truckee public library WHEREAS, the District has identified the opportunity execute lot line adjustments with the adjacent parcel owners to create more beneficial alignments between all associated parcels; and WHEREAS, the lot line adjustments will ensure more effective property management by all parties for future land use, establishing a single parcel ownership for the underlying property of the New Truckee Library Project; and WHEREAS, the associated lot line adjustments shall be executed in such a manner that the District's resultant parcels are equivalent in size to the original parcels Page 27 of 73 NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Truckee Donner Public Utility District as follows: 1. The Truckee Donner Public Utility District General Manager, is hereby authorized and directed to complete all necessary actions and documents required to execute lot line adjustments associated with the New Truckee Public Library Project. CERTIFICATION I hereby certify that the foregoing Resolution was duly and regularly adopted by the Board of Directors of the Truckee Donner Public Utility District.
