Holley Date: December 15, 2010 Subject: Consideration of a Proclamation to Commend Mary Chapman for her Many Years of Service 1. WHY THIS MATTER IS BEFORE THE BOARD This matter involves adoption of a proclamation recognizing Mary Chapman for her many years of service to the District on the occasion of her retirement. 2. HISTORY When Mary Chapman came to the District on November 5, 1974, the office was in the "old bug station", a rather dilapidated trailer with leaky roof and office supplies stacked deep in the men's restroom. Employees were crammed into small rooms and the District was growing like crazy. The District was in very poor financial shape. Through Mary's leadership, the District borrowed funds to solve many problems: address the failing water system; construct a building for a growing organization; provide staff with the proper equipment and training to do their jobs; and provide sufficient operating funds. When the Hirschdale, Donner Lake and Glenshire customers became part of the District, Mary was instrumental in the financial and organizational process. Mary has proposed 23 operating and capital budgets. She attended over 850 Board meetings. Mary has always been sensitive to the needs of the customers, the Board and employees and has treated them all with dignity and respect. Mary and her contribution to this District and to Truckee will be missed greatly. 3. NEW INFORMATION Mary is retiring. Her last day is January 3, 2011. We are all so happy for her because she has earned a rest. Attachment 1 is the draft proclamation commending Mary for her service to the District and its customers. 4. FISCAL IMPACT There is no fiscal impact associated with this agenda item. 5. RECOMMENDATION Adopt the proclamation recognizing Mary Chapman for her many years of service. Michael D. Holley General Manager TRUCKEE R Public Utility Distric Proclamation No. 2010 - 01 Recognizing Mary Chapman For Her Many Years of Service WHEREAS, Mary Chapman, will be retiring as the Truckee Donner Public Utility District Administrative Manager on January 4, 2011; and WHEREAS, Mary started her career at Truckee Donner PUD as a bookkeeper on November 5, 1974. She was promoted to Office Manager in 1978 and by 1989, her title changed to Administrative Services Manager; and WHEREAS, during Mary's service, there have been eleven General Managers, and the staff has grown from eleven to sixty-six; and WHEREAS, Mary's commitment to her job has shown in her good judgment, integrity, honesty, and high degree of professionalism; and WHEREAS, Mary has dealt with many challenges and resolved problems, contributing to the success of the District in many ways; and WHEREAS, Mary always encouraged open communication and teamwork among the staff; and WHEREAS, Mary organized the finances of the District; arranged many bond financings, and made many upgrades in computer and phone systems; and WHEREAS, Mary had the insight to accommodate a growing organization, improving wages, benefits and working conditions for all of the employees and encouraging employee development; and WHEREAS, the Board of Directors wishes to express their appreciation and admiration for her performance. NOW THEREFORE BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE DISTRICT THAT: • Mary and her husband Jeff have the best of luck and happiness in her retirement. • Mary is commended for her invaluable contribution to the success of the Truckee Donner PUD, for her work ethic which stands as a model for others to emulate and for the friendship we continue to share with her. Proclamation 2010-01 • Mary's contribution to this District and to Truckee will be remembered fondly.
