WHY THIS MATTER IS BEFORE THE BOARD The item before the Board is a proposed contract award for the TDPUD 2010 Programs Evaluation, Measurement, & Verification (EM&V), Data Collection Review, and 2011 Program Optimization Study that is greater than $15,000 and requires Board approval. 2. HISTORY The District is required each year to report to the California Energy Commission (CEC) on the energy savings and economic impact achieved by its energy conservation programs. Starting in 2008, the District has retained an EM&V consultant to perform a 3rd party, objective evaluation of the current year programs and to project the next year's results. The final EM&V report is the basis for our CEC reporting and provides valuable feedback to Staff on the performance of our many programs. The EM&V process, and expertise of the consultant, also helps Staff improve our data collection and program tracking processes and tools. Although there has been significant improvement in data collection and program tracking over the last couple of years, Staff believes that there is still room for improvement. In addition, the District is interested in continuing to optimize the value that the conservation programs bring to the Truckee community by looking at old and new opportunities to maximize return on investment. Again, the expertise of the EM&V consultant can be a valuable asset in program optimization. 3. NEW INFORMATION The District issued a Request for Proposal (RFP) for the TDPUD 2010 Conservation Programs EM&V, Data Collection Review, and 2011 Program Optimization Study on October 15th and proposals were due on November 5th. The RFP was advertised in the Sierra Sun and e-mailed to vendors who had previously expressed an interest to work with the District and/or the Northern California Power Agency (NCPA). The RFP requested proposals to conduct three scopes of work: (1) Perform EM&V and write a report on the District's 2010 conservation programs; (2) Evaluate the current data collection and program tracking practices and make recommendations for improvement; and (3) Review changes in the energy savings calculation tools used for 2010 and 2011 conservation programs and provide recommendations to optimize both energy savings and cost-effectiveness. Estimated funding ranges for each scope of work was provided in the RFP with a total budget for all three scopes of work not to exceed $30,000. The consultant was required to provide a cost for each scope of work with details on the specific tasks proposed to achieve the scope of work while staying within the RFP budget. The District received a total of two proposals from: Robert Mowris & Associates (Mowris) and Energy & Resource Solutions (ERS). A selection committee was created consisting of two representatives from the Conservation Department and two from the Administrative Department, The proposals were scored based on a criteria established in the RFP which was: Cost (10%), Schedule (20%), Technical Requirements (20%), Clarity of Proposal (20%), Experience (15%), and References (15%). The average score for Mowris was 92 and for ERS was 87 (out of a maximum 100 points). Three out of four representatives of the selection committee ranked the Mowris proposal as the most advantageous to the District. 4. FISCAL IMPACT The contract for the TDPUD 2010 Conservation Programs EM&V, Data Collection Review, and 2011 Program Optimization Study is for an amount not to exceed $30,000 and an option to extend for one-year based on mutual agreement. Sufficient funds exist within the FY10 and FY11 Conservation Department budgets for this program. 5. RECOMMENDATION Award a contract to Robert Mowris & Associates for the TDPUD 2010 Conservation Programs EM&V, Data Collection Review, and 2011 Program Optimization Study for an amount not to exceed $30,000.
