Subject: Consideration of the Award of a Janitorial Services Contract
1. WHY THIS MATTER IS BEFORE THE BOARD
This item before the Board is a proposed contract award for janitorial services at the
District headquarter complex. Only the Board can approve professional contracts over
$15,000.00.
2. HISTORY
The District's main office building has been cleaned by a contract janitorial service for over
fifteen years. The District's contract with Dependable Cleaning Service will end November
7th.
The District issued a Request for Proposal (RFP) for Janitorial Services for the District's
headquarters complex on September 24th and proposals were due October 14th. The
RFP was advertised in the Sierra Sun, mailed to known interested contractors, and e-
mailed to other cleaning contractors.
3. NEW INFORMATION
A mandatory pre-proposal walk-through was held on October 4th, six cleaning contractors
attended. At the close of the RFP's deadline of October 14th, four contractors submitted
proposals. Three of the proposals were found to be responsive. The fourth, non-
responsive bidder, "A Better Clean" failed submit all the information requested in the RFP
including a list of their experience with cleaning similar businesses, past work history, and
references. A committee was assembled to evaluate all the proposals based upon the
criteria established in the RFP, this included:

The pricing and scores for the three responsive bidders are as follows:

All members of the selection committee ranked Complete Cleaning Service as the
most advantages to the District.
The proposed contract for janitorial services is for an amount not to exceed $63,000 which
includes a 5% change order authorization and with an option to extend the contract for
one year based upon mutual agreement.
4. FISCAL IMPACT
Sufficient funds exist within the FY10 and FY11 budgets for the services. For comparison
purposes last years annual janitorial services contract was $65,064.
5. RECOMMENDATION
Award the contract for janitorial services to Complete Cleaning Services for a not to
exceed amount of$63,000 annually.
