Subject: Discussion of California Legislative and Regulatory Affairs Update
1. WHY THIS MATTER IS BEFORE THE BOARD
This item involves the discussion of California Legislative and Regulatory Affairs
updates.
2. HISTORY
The Northern California Power Agency (NCPA) presented an update of the California
Legislative and Regulatory Affairs on September 28t" to Roseville Electric. The
objectives of the presentation were:
• Review of 2010 State Legislative Session;
• Address Key Ballot Initiatives; and
• Provides State Climate Change Policy Update.
3. NEW INFORMATION
Staff will review the following State legislative and regulatory affairs that happened in
the 2010 session:
• Renewable Portfolio Standard (SB 722);
• Energy Storage (AB 2514);
• Utility Consumer Privacy (SB 1476);
• Transmission/Distribution Efficiency (AB 2061);
• The Local Taxpayer, Public, Safety, and Transportation Protection Act
(Proposition 22);
• Supermajority Vote to Pass New Taxes and Fees Act (Proposition 26);
• Suspends Implementation of air pollution control law- AB 32 (Proposition 23);
• California Air Resources Board (CARB) Update - Cap-and-Trade Proposal; and
• Renewable Energy Standard Regulations;
4. FISCAL IMPACT
There is no direct fiscal impact associated with this workshop item. The actual cost of
compliance associated with these legislative actions are unknown at this time.
5. RECOMMENDATION
Receive this report a nd provide comment.
