WHY THIS MATTER IS BEFORE THE BOARD The Board plays an important role in the development and execution of District conservation programs. 2. HISTORY The District is constantly looking for innovative and cost-effective ways to deliver our conservation programs and educate our customers on the benefits of energy and water conservation. The District began the LED Holiday Light Exchange Program in 2007 and this program has been very successful in the past as measured by customer participation, cost-effectiveness, and customer education. Not only are over 5% of our customers participating in this program each year (over a 4-5 week period), but each customer comes into the Conservation Department to participate and the LED Holiday Light Exchange Program is used to promote other District programs and strengthen our relationship with our customers. The LED holiday light exchange has become the District's flagship conservation program and the 'visibility' of this program goes well beyond the 10+ miles of LED holiday lights given out each year. The Board awarded contracts for the 2010 LED Holiday Light Exchange program purchases at the September 1st Board meeting. These purchases of 'C6 (or pine cone)' and 'mini' LED holiday light strands are expected to serve -740 customers (5.5% of customer base). 3. NEW INFORMATION Staff has begun preparations for the 2010 LED Holiday Light Exchange Program which will begin on Monday, November 29th and run through the holidays (or until supplies last). This year's exchange will be similar to previous years where the customer can exchange up to three strands of incandescent holiday lights. The District will use this opportunity to promote the full suite of energy and water conservation programs. In particular, the customers will be invited to participate in the District's Residential Green Partners Program (free give-a-way of 6 types of CFL's) along with the new Residential Energy Survey (RES) Program. The District's on-going Energy Savings Program (ESP) will be promoted for those who meet the income qualification requirements. Staff will use the LED holiday lights to decorate a Christmas tree in the main lobby along with the Conservation Department and Administration customer service windows to spread some holiday cheer and promote this year's exchange. Marketing and outreach will include bill stuffers, advertisements, e-mail blasts, and a press release. 4. FISCAL IMPACT Sufficient funds exist within the FY10 budget for this program. There is no direct fiscal impact associated with this workshop item. 5. RECOMMENDATION Receive this report and provide feedback. Steven Poncelet Michael D.
