Subject: Consideration of Awarding Contracts for the Energy Survey
Program and the Residential Energy Survey Program
1. WHY THIS MATTER IS BEFORE THE BOARD
This item is before the Board as the contract amounts can exceed $15,000.
2. HISTORY
The District launched the Energy Savings Program (ESP) in the fall of 2009 as the
District's first low-income program and awarded contracts to the Family Resource
Center (FRC) and the Sierra Green Building Association (SIGBA) to implement the
pilot phase of the program. FRC was responsible for outreach and qualification efforts
and SIGBA was responsible for the residential energy surveys. The District completed
the pilot phase of the program by serving 200 customers and the energy savings,
cost-effectiveness, and impact to the local community were evaluated and presented
to the Board during a Workshop on August 4, 2010. The ESP program was very
successful and the Board indicated a desire to continue with this program and, in
addition, to offer the residential energy survey portion of ESP - without the income
qualification portion - as a new Residential Energy Survey (RES) program.
3. NEW INFORMATION
Staff are preparing to continue the ESP program and launch the new RES program
this fall. Target program participants during the September, 2010 through August,
2011 period are 200 customers for the ESP program and an additional 200 residential
energy surveys for the RES program. Based on solid performance by both the Family
Resource Center (FRC) and the Sierra Green Building Association (SIGBA) on the
pilot phase of ESP, Staff is recommending that the current contracts be extended for a
period of one-year with an option to extend, upon mutual consent, for an additional
year. The remaining material terms of the previous contracts remain the same. The
FRC contract extension language and the SIGBA contract extension language are
attached (see Attachments 1 and 2).
4. FISCAL IMPACT
The FRC contract extension is for an amount not to exceed $14,500 and the SIGBA
contract extension is for an amount not to exceed $30,000. Sufficient funds exist in
the FY10 and FY11 budgets for this item.
5. RECOMMENDATION
Award a contract to the Family Resource Center for an amount not to exceed $14,500
and award a contract to the Sierra Green Building Association for an amount not to
exceed $30,000.

Subject: Amended Scope, Fees, & Schedule for Energy Savings Program
In reference to Purchase Order Number 1180 dated May 15, 2009 and attached hereto,
(which refers to the Family Resource Center of Truckee's TDPUD-Low Income Energy
Savings Program Proposed Scope of Work, dated May 5, 2009, and attached hereto), the
following amendments shall apply:
The Truckee Donner Public Utility District (District) shall pay to Family Resource Center of
Truckee (FRC) fees not to exceed $14,500 over a 12-month contract period from September
2, 2010 to September 1, 2011, for providing program outreach and qualification of 200
customers for surveys under the District's Energy Savings Program.
There will be an option to extend this contract, based upon mutual agreement, for an
additional one-year period with fees not to exceed $14,500.00 over a 12-month contract
period ending September 1, 2012.
All other terms and conditions of the original agreement shall apply.

PROFESSIONAL SERVICES AGREEMENT
BETWEEN SIERRA GREEN BUILDING ASSOCIATION AND
TRUCKEE DONNER PUBLIC UTILITY DISTRICT
Amendment to July 7, 2009 Agreement
This Amendment is entered into this 2nd day of September, 2010 by and between Sierra Green
Building Association (SiGBA), and Truckee Donner Public Utility District (District), for
professional and related services to be provided to District as described in "Professional
Services Agreement between Sierra Green Building Association and Truckee Donner Public
Utility District", executed July 7, 2009, attached hereto. The following amendments to the
aforementioned agreement are as follows:
I SCOPE OF SERVICES
Additional scope to be included in RFP SECTION 9.1 — PROJECT SCOPE OF WORK:
Residential energy surveys will support the following programs: the District's Energy Survey
Program (ESP), the Residential Energy Survey (RES) program, and the Neighborhood Block
Party program (NBP). Residential energy surveys will be scheduled by either the Family
Resource Center(FRC) or directly by the District.
An appropriate number of surveyors (2-6 depending on the neighborhood size)will be available
to perform walk-in surveys at a series of Neighborhood Block Party events which will typically
take place on Saturdays from 10:00 am to 3:00 pm. The District will pay SiGBA at the regular
rate of$75 per residential energy survey for the hours spent at the event, with the
understanding that each man-hour will be considered the equivalent of one survey. SiGBA will
be given a minimum of 10 days notice to make surveyors available for a Neighborhood Block
Party event. At the same time, the District will request a specific number of surveyors required
for each event.
II FEES FOR SERVICES
For services provided by Sierra Green Building Association to District pursuant to this
agreement, District shall pay Sierra Green Building Association $75 per residential energy
survey, not to exceed $30,000.00 total over a 12-month contract period ending September 1,
2011. There will be an option to extend this contract, based upon mutual agreement, for an
additional one-year period with professional fees at $75 per residential energy survey, not to
exceed $30,000.00 over a 12-month contract period ending September 1, 2012.
XXII PROPRIETARY INFORMATION
Sierra Green Building Association agrees to maintain in confidence and not disclose to any
person or entity and not to use for any purpose that is not directly related to this Contract,
without the District's prior written consent, any proprietary or confidential information, knowledge
or data received from the District pursuant to this Contract, including but not limited to customer
names, service addresses, account numbers, usage data, charges, billing cycle information,
and meter numbers. The covenants contained in this paragraph shall survive the termination of
this Contract for whatever cause.

XXIII SIGNATURE CLAUSE
The signatories hereto represent that they are authorized to enter into this agreement on behalf
of the party for whom they sign.
