Subject: Consideration of the Award of a Contract to Retrofit the Tahoe
Donner Substation Transformers
1. WHY THIS MATTER IS BEFORE THE BOARD
Board approval is required for expenditures in excess of$15,000.
2. HISTORY
The Tahoe Donner Substation was constructed in 1972. Due to the increased home
size and new homes, the Tahoe Donner electric system has seen a substantial
increase in electric load. Two of the transformers were rebuilt in the mid '90s following
faults which caused the original transformers to fail.
3. NEW INFORMATION
The Retrofit Project Request for Bid (RFB) was advertised in the Sierra Sun on June
25, 2010. The bid opening was held at 2:00 on July 26, 2010. The District received
two bids, both were found to be responsive.
When the RFB was originally written, it was broken down into three bid items in
anticipation of the possible need to replace the primary bushings on one or both
transformers, pending transformer and bushing test results. Alternate A would replace
the two bushings, and Alternate B would replace all four transformer bushings.
Subsequent to the RFB being issued, staff was made aware of similar transformers
that have failed in other systems. Staff is now recommending that Alternate B be
awarded in anticipation of needing to replace all of the primary bushings. If in fact the
bushings are tested and found to be usable, a deduction change order will be written
reducing the overall scope and budget for this project.

4. FISCAL IMPACT
Sufficient funds exist in the approved FY10 budget for this project.
5. RECOMMENDATION
A) Award of the Tahoe Donner Substation Retrofit Project Contract to H.A.R.T. High-
voltage Apparatus Repair & Testing Co., Inc. in the amount of $71,472,82, for a
total not to exceed the amount of $75,046 which includes a 5% change order
allowance.
B) Authorize transfer of up to $75,046 from the Electric Capital Reserve to the Electric
Operation Fund.
