Subject: Consideration of the Award of a Contract to Castrovilla Inc. for the
2010 Commercial Refrigeration Retrofit Program
1. WHY THIS MATTER IS BEFORE THE BOARD
The item before the Board is a proposed contract award for the Commercial
Refrigeration Retrofit Program that is greater than $15,000 and requires Board
approval.
2. HISTORY
The Board awarded a contract in 2009 to Humitech for the Keep Your Cool program.
The Keep Your Cool program targeted refrigeration efficiency in supermarkets,
convenience stores, and restaurants. This specialized service involved the direct-
install of commercial refrigeration measures by a qualified contractor. The contractor
also takes care of the administrative components of the program including marketing,
scheduling, installation, and paperwork. The Keep Your Cool program was very
successful in 2009 as measured by our Evaluation, Measurement, and Verification
(EM&V) study, the performance of the contractor, and by the positive response from
our commercial customers. The program served 33 businesses (estimated at over
20% market penetration) in a three month period.
3. NEW INFORMATION
The proposed contract for the 2010 Commercial Refrigeration Retrofit Program is for
an amount not to exceed $60,000, is estimated to achieve 20-25% market
penetration, and all work must be completed by December 1, 2010. The scope of
work included the continuation of the measures offered in the 2009 Keep Your Cool
Program (Door Gaskets, Strip Curtains, Auto Closures) and the addition of four
additional measures (Programmable Electronically Commutated EC Motors,
Evaporator Fan Controllers, Anti Sweat Heater Controls, and Vending Machine
Controllers). All measures were chosen due to their cost-effectiveness and
applicability to our customer base. The program is designed to optimize the installation
of the measures based on customer need and maximum return on investment for the
District.
A Request for Proposal (RFP) was issued for the 2010 Commercial Refrigeration
Retrofit Program on August 20th. An advertisement was placed in the Sierra Sun on
August 25th. Proposals were due on September 7th.
The District received a total of 3 proposals from: Castrovilla, Inc.; GSA Commercial
Refrigeration and Appliance Service; and Green Energy Masters. A selection
committee was created consisting of two representatives from the Conservation
Department, one from the Electric Department, and one from General Management.
The proposals were scored based on a criteria established in the RFP which was:
Cost (20%), Technical Requirements (20%), Experience (20%), Clarity of Proposal
(15%), References (15%), and Warranty (10%). The average score for for each
proposer was as follows (out of a maximum of 100 points):

All four representatives of the selection committee ranked Castrovilla, Inc. as the
proposal that was the most advantageous to the District. Castrovilla, Inc., formerly
known as Humitech, was the District's contractor for the 2009 Keep Your Cool
program and they performed well.
4. FISCAL IMPACT
The contract for the 2010 Commercial Refrigeration Retrofit Program is for an amount
not to exceed $60,000 with a 10% change order authorization and an option to extend
for one-year based on mutual agreement. Sufficient funds exist within the FY10
Conservation Department Budget for this program.
5. RECOMMENDATION
Award a contract to Castrovilla, Inc. for the 2010 Commercial Refrigeration Retrofit
Program for an amount of $60,000 with a 10% change order authorization for a total
amount not to exceed $66,000 and an option to extend for one year based on mutual
agreement.
