Subject: Consideration of the Award of a Contract to Perform Geotechnical
Testing Services for the 2010 Construction Season
1. WHY THIS MATTER IS BEFORE THE BOARD
Board action is required for expenditures in excess of$15,000.
2. HISTORY
Geotechnical Testing involves testing of materials such as soil, asphalt and concrete
associated with the District's construction projects. The District has a need for such
testing associated with its construction projects and District personnel are not trained
nor equipped to perform the necessary testing work.
In February 2009, the District issued a Request for Proposals (RFP) for Geotechnical
Testing Services associated with the 2009 construction projects. Twelve proposals were
received in response to the RFP. After reviewing the proposals, the Board awarded a
contract to Holdredge & Kull (H&K) for geotechnical testing. The work performed by
H&K in 2009 was satisfactory.
3. NEW INFORMATION
The District requires similar geotechnical testing services for the planned 2010
construction projects. At the District's request, H&K submitted the attached proposal
to perform the necessary testing services. The proposed cost for this work is
$801256.00.
4. FISCAL IMPACT
Geotechnical testing is paid on an hourly basis and the hourly cost is allocated to the
project on which the work is performed. The pipeline related work is paid from Water
Department 2006 COP funds. The substation work is funded from Electric Department
rates. The anticipated funding sources are:

Sufficient funds exist in both these sources to cover the cost of this additional work.
5. RECOMMENDATION
1) Authorize a Task Order to the contract with Holdredge & Kull for geotechnical testing
services in an amount not to exceed $80,256.00.
2) Authorize the transfer of monies from the 2006 COP funds to the Water Department
General Fund and from Electric Department Rates to the Water Department General
Fund to cover the cost of the contract.

Subject: Proposal for Earthwork Observation and Materials Testing
This letter presents our proposal to provide earthwork observation and materials
testing services for the proposed Truckee Donner Public Utility District (TDPUD)
District Pipeline Replacement — 2010 — Contract "A" project in Truckee,
California. The project will involve replacement of approximately 10,000 lineal
feet of water line within the existing Tahoe Donner residential community.
Additionally, our proposal includes providing materials testing and special
inspection during earthwork and foundation construction for the Tahoe Donner
Sub-Station Rebuild project. Construction is planned to start May 3, 2010 for the
Pipeline Replacement project.
The purpose of our earthwork observation and materials testing services will be
to provide the TDPUD and the Town of Truckee with field data and information to
assess compliance with the project plans and specifications. Included in this
proposal is a brief summary of our understanding of the project, the scope of
services we can provide, and an estimate of our fees. Holdrege & Kull provided
testing and observation services to TDPUD for similar work last year.
PROJECT DESCRIPTION
This proposal is based on review of "District Pipeline Replacement — 2010 —
Contract A" plans and specifications prepared by TDPUD dated January 2010
and Addendum No. 1, and our previous experience with similar projects in the

project area. We understand that the proposed project will involve replacement
of existing water lines with approximately 2,100 feet of 4 to 1 F-inch diameter
main line trench with two pipes; approximately 8,600 feet of 8 to 16-inch diameter
main line trench with a single pipe; approximately 3,400 feet of water service
laterals; and associated flow control valve station, electrical vault,
communications pull box water meter boxes, fine hydrants and laterals; and
connections to existing pipelines. Several separate services and tie-ins will be
installed and Additive Alternates A, B and C may be installed. In summary the
water line replacement will include:

The Tahoe Donner Substation Rebuild project began during the 2009
construction season and the project was not completed. We understand that
TDPUD would like to continue work on this project during 2010 to complete the
project.
SCOPE OF SERVICES
District Pipeline—2010— Contract A
Based on our current understanding of the project, we anticipate providing the
following services:
• Attend Pre-Construction and/or Progress meetings as requested. We
anticipate up to four Pre-Construction or Progress meetings at the district
offices.
• Observation of earthwork materials and placement procedures to help
verify compliance with project plans and specifications, and Town of
Truckee design standards.
• Field density testing of underground utility trench backfill, pavement
subgrade and aggregate base to evaluate relative compaction.

• Laboratory testing of soil samples for dry density evaluation (compaction
curves) and sieve analyses.
Asphalt concrete paving observation and testing. Field tests will include
nuclear gauge density, temperature and thickness measurements.
• Project management and review will involve scheduling and supervision of
our technicians, review of data and reports, and report preparation.
Engineering consultation will be provided on an as requested basis.
Project reports will include all field and laboratory test results, daily field
reports and a summary of compliance with the contract documents.
2010 Tahoe Donner Substation Rebuild Project
Based on our current understanding of the project, we anticipate providing the
following services during construction of the Tahoe Donner Substation Rebuild
project:
• Observation of foundation excavations, and placement and compaction of
engineered fill.
• Field density testing of backfill and pavement subgrade.
• Laboratory testing of soil samples for dry density evaluation (compaction
curves).
• Reinforced concrete special inspection during placement of concrete for
the structure.
• Project management and review will involve scheduling and supervision of
our technicians, review of data and reports, and report preparation.
Engineering consultation will be provided on an as requested basis.
Our services will not include supervision or direction of construction personnel,
acceptance of the contractor's work; interpretation or modification of the project
plans or specifications; or job site safety.

SCHEDULE AND FEES
District Pipeline--2010— Contract A
We understand that the project is subject to State of California Prevailing Wage
rates. Fees for our services will be provided on a time and materials basis in
accordance with the enclosed 2010 Prevailing Wage Fee Schedule. Our general
approach to the project will be to provide one engineering technician as needed
for the project. We will try to coordinate our services required with the
contractor's schedule to help reduce the number of trips to the site. We
anticipate that our technician will be on the project an average of 6 hours per
day. We anticipate that on paving days our technician will be on site for up to 8
hours per day. For the scope of work outlined above, we estimate our fees will
range up to about $76,800. A summary of our estimated fees are presented in
Table 1, attached. Preparation of this proposal and our fee estimate required the
following assumptions:
• The project will start May 3 and end October 15 for a total of 24 weeks,
requiring about 120 working days to complete. We anticipate 1 to 3
construction crews will be working at a time. During this time we will
provide a technician on an intermittent basis an average of 6 hours per
day, 5 days per week. Our technician will likely make more than one site
visit per day. Based on our experience from last year, we have budgeted
4 Saturdays at an over-time rate. We anticipate up to 20 laboratory
compaction curves will be required during construction.
• Subgrade preparation and aggregate base placement will occur within the
24 week period. We have budgeted an additional two hours per day over
10 working days for this task.
• Asphalt concrete paving will also occur within the 24 week time period.
Again, we have budgeted 2 hours per day over 10 working days for this
task. During this time, we will provide a technician on site to measure AC
thickness, temperature and compaction. No laboratory tests on asphalt
concrete material are planned_ If requested, laboratory tests for asphalt
concrete may include, aggregate gradation, oil content and Rice maximum
theoretical density. Cores to evaluate relative compaction (based on the
Rice) and thickness would be obtained only at TDPUD's request.

Again, we will coordinate our services with the contractor's schedule to help
reduce the time and number of trips to the site. We anticipate that our technician
will be on the project,up to about 4 hours per day. For the scope of work outlined
above, we estimate our fees will range up to about $3,500 for a total fee of
approximately$80,000. A summary of our estimated fees are presented in Table
2, attached. Preparation of this proposal and our fee estimate required the
following assumptions:
• Foundation excavation observation and placement and compaction of
engineered fill will require up to 3 site visits by our technician for 2 hours
per visit. We anticipate up to 2 laboratory compaction curves will be
required during construction.
• We anticipate reinforced concrete special inspection will require up to 3
site visits with an average of 4 hours per visit. We anticipate up to 3 sets
of four concrete cylinders will be required for compressive strength tests in
our laboratory.
• We have budgeted 3 site visits for field density testing and up to 3
laboratory compaction curves for the Substation Rebuild project.
In the event that conditions arise which are beyond our control, unknown at the
time this proposal was prepared, unanticipated based on available information, or
differ significantly from the assumptions outlined above, we may need to revise
our scope and estimated fee in order to complete the project. Should this occur,
we would contact you for authorization before proceeding with additional worts.
Actual time required may vary, depending on the contractor's schedule, weather,
changes in engineering design, and other unexpected factors. Progress billing
for the project will be monthly.
UMITATIONS
Testing services provided by Holdrege & Kull will be performed consistent with
generally accepted practices employed in Northern California. The owner and
contractor are hereby informed that in all cases the contractor is solely
responsible for the direction and quality of the work, adherence to plans and
specifications, and repair of defects regardless of when they are discovered.

Holdrege & Kull will perform its services in a manner consistent with the standard
of care and skill ordinarily exercised by members of the profession practicing
under similar conditions in the geographic vicinity and at the time the services will
be performed. No warranty or guarantee, express or implied, is part of the
services offered by this proposal.
We understand that you will provide a TDPUD Master Services Agreement for
authorization of our services. This proposal is deemed to be incorporated into
and made part of the Agreement
