Only the Board of Directors can fill a vacancy on the Board.
2. HISTORY
• On January 30, 2010, Director Sutton passed away
• On February 4, 2010, Nevada and Placer County Elections were notified of the
Board vacancy
• On February 17, 2010, the Board took action to begin the appointment process
• On February 19, 2010, a Public Notice was advertised in the Sierra Sun and
posted in three places within the district
• On March 3, 2010, a workshop was held to go over the interview and appointment
process
• On March 4, 2010, staff held a applicant briefing about the District
3. NEW INFORMATION
This agenda item includes a packet with the applicant letters of interest, qualifications
and resume. There are five applicants:

The notice of vacancy has been posted for 15 days and has been advertised in the Sierra
Sun. You are now able to make an appointment to fill the vacancy, upon conclusion of the
interviews.

• Board questions if desired
• Board deliberation
• Nomination
• Second
• Vote

There is no direct fiscal impact with this item.
5. RECOMMENDATION
Adopt a resolution appointing (name of applicant) to fill the vacancy on the TDPUD

WHEREAS, the District has followed the provisions of Section 1780 of the California
government Code which sets forth the procedure for filling vacancies on the Board of
Directors;
NOW, THEREFORE, IT IS HEREBY RESOLVED by the Board of Directors of the Truckee
Donner Public Utility District as follows:
That is hereby appointed as a Director of the Truckee
Donner Public Utility District to fill the vacancy created by Patricia S. Sutton, and
to serve as such Director until the next General District Election.

Dear Members of the Board:
I understand the board is entertaining candidates for appointment to the seat vacated by the recent passing
of Director Pat Sutton,and would like to express my interest. Attached is my resume for your review.
In brief, I am a technologist with over 45 years of industry experience. By training, I am an Electrical
Engineer, but with a broad history of electrical, software, radio, and data communications system design,
development, and operations experience. Over the later half of my career I have been a founding member
of several venture funded startups, providing management and technology leadership,as well as long range
technology planning.
For the last 12 years I have served as Chief Technology Officer for a financial institution in Hungary, which
has grown over that time to become the number 2 institution in the country. In this role I have led the
development and implementation of the company's technology infrastructure from the ground up, including
transactional database systems, communications networks,telephony systems, and security technologies. I
am also a Broadcast Engineer and member of the Reno chapter of the Society of Broadcast Engineers (SBE).
In that role I have provided engineering services to KTKE Radio of Truckee.
My interest in serving on the TDPUD board goes back about 7 years when broadband technologies were
being explored. I interacted with several members of the board and staff during that period, providing
assessments of related technology aspects. As an election drew near, the suggestion of running for the
board arose, but my European activities and travel were very consuming at that time, and I did not feel it
would be feasible.
Those demands have abated significantly over the past few years, as the institution there has achieved
market share, profitability, and stability, and I am now seeking more involvement in local activities. My
principle interests are energy related; in how existing systems are operated and managed, but also in how
new technologies will create new opportunities,and in how they may need to be assessed,and planned for.
Locally, I served for several years on the board of the Truckee Association for Music and Arts (TAMA), a non-
profit organization that produced a number of local concerts. Proceeds were used to fund scholarships for
local students, and to help purchase music supplies and instruments for local programs. I was also actively
involved in coaching for the local Pop Warner Football organization for about 9 years, and served for two of
those years as a member of its board. I continue to remain involved in football activities at the High School
level,serving for the past few years as a Team Videographer.
Now, with an increasing amount of flexibility, 1 intend to turn my attention to challenges local to this
community. I would very much like to explore involvement with the TDPUD as a step in that direction.

Provide broadcast engineering and consulting services in software and systems development and in product

1997 to 1998: Executive VP, StarGuide Digital Networks
Responsible for business and infrastructure development for an Internet based audio/video distribution
network. Contrtibuted to the implementation of a satellite-based overlay to the existing Internet, with dedicated
bandwidth for delivery of VHS quality video directly to ISPs. Worked with Telcos, space segment providers,
technology companies, and content providers to develop partnerships for deploying a mass-market broadcast
distribution system targeting current and future DSL Internet subscribers.
1992 to 1996: Founder and President, Controlware Communications Systems, Inc.
Developed this North American subsidiary of German based parent from ground up. Established corporate
presence, marketing, sales, and support efforts for ISDN based leased line dial backup and terminal adapter
product lines. Highlights include:
• Grew North American sales from zero to approximately$6M in third year of operation.
• Homologation of complete product line (US & Canadian electrical safety, radio frequency emissions, and
ISDN conformance testing).
• Establishment of marketing efforts including country specific collaterals, Local and Interexchange carrier
(LEC/IXC) laison programs, and trade show schedules.
• Established US and Canadian sales effort including both resellers and direct staff.
• Established full complement of installation and remedial support services.
1984 to 1992: Co-Founder, Teleos Communications Systems, Inc.
Was one of two original founders of Teleos, which accepted venture funding in 1986, and was acquired in
1996 for $186M. The following sections provide highlights of responsibilities over the period, in reverse
chronological order.
1991-1992: Vice President, Systems Integration
Responsible for integration of non-proprietary technologies into Teleos' product line. Activities included
development of Market Requirements, product specifications, vendor qualification, testing, and procurement.
Developed the company's Network Management Console, including full capabilities for remote management of
products.
Also, over this period, contributed to Teleos' initial investigation of International market and partnering
opportunities.
1990-1991: Vice President, Customer Service
Formed this department from ground up, as Teleos products began to gain Fortune 500 market acceptance.
Defined full complement of service products encompassing network engineering, installation, and remedial
support. Developed Customer Service operations and procedures, and built the initial team. Grew service
revenues from $100k to $500K in first year of operation, and to 15% of company revenues in 2'year.
1987-1990: Vice President, Advanced Development
Following venture funding, was responsible for a number of engineering and infrastructure development
activities. Highlighted projects include: definition of Engineering and Manufacturing methodology; built and
managed the team that developed core ISDN Primary Rate Interface technology, built and managed a team
that developed ISDN Basic Rate "U" interface adapter cards, built and managed the team that developed and
implemented the company's System Test methodology.
1984-1987: Co-Founder and Director of Engineering, General Communications Corp.
Predecessor to Teleos Communications Inc. Founded by one other and myself, it focused initially on
minicomputer system integration. With annual sales of $1.5M in its first year, we began development and
introduction of add-on board level products providing high speed computer to computer links via Private T1
(1.5Mbps) telecommunications circuits. Products included upward compatibility with ISDN Primary Rate
Interface services being introduced by AT&T, Sprint, and MCI. During product introduction the company
began actively seeking venture funding to expand its marketing and development activities.
1977-1984: Member of Technical Staff, Bell Telephone Laboratories, Transmission Systems Engineering
Member of the T1 Systems Engineering group, involved in an extensive characterization of the performance of
T1 Transmission systems throughout North America. Highlights include detailed statistical analysis of T1
performance data resulting in "Pre-ISDN" understanding of the error levels and characteristics of T1 systems.
Had sole HW/SW design responsibility for mufti-microprocessor instrumentation deployed in the field to
monitor and collect real-time T1 performance data on 64 simultaneous lines. Ultimately this apparatus
facilitated the measurement of over 2000 T1 systems. Performed extensive assembly and "C" language
development. Also developed numerous UNIX operating system internals, drivers, and applications.

Dear Barbara,
Please accept this as my letter of interest to be considered for appointment to the current vacancy on the
Board of Directors of the Truckee Donner Public Utility District. My name is Tony Laliotis,and I am an
eleven year resident of Truckee. I currently reside in the Sierra Meadows area of Truckee with my wife
Lisa and our two young children. As you may know,I was a candidate for the Truckee Donner PUD
Board in the November 2008 election.
As a public employee and water professional for the last eleven years with the Tahoe City Public Utility
District,I have come to realize the importance of public service in small communities such as Truckee
and Tahoe City. Public servants and public employees serve as the foundation of local government,
making it extremely important to have qualified,dedicated and ethical individuals in this type of service.
Over the past eleven years,my most challenging,but most rewarding experiences have come in the form
of helping customers. Within my jurisdiction,I have always striven to provide the customers of the
Tahoe City PUD with the service,accessibility and assistance that they deserve and which can be offered
by a public agency.
This philosophy translated into my desire to be elected in 2008 and is why I would like to fill the current
vacancy. Over the past two years I have watched the Truckee Donner PUD staff and Board progress
through challenging economic times and move forward with the monumental task of transition to metered
water,among other things. I feel the Board has successfully handled these challenges for two reasons.
First,I strongly believe that their diversity in professional backgrounds has offered an environment in
which discussions are open,productive and educational. Secondly,I believe that the past two boards
have shown strong support to staff,which is a key ingredient to a public agencies functionality and
success.
I would like to continue this success by contributing to the Board through my technical, financial and
managerial experience as a water and wastewater professional,as a responsible public employee and most
importantly as a member of a team. If given the opportunity,I feel that not only can I contribute to
maintaining and improving this direction,but that I can also learn and grow professionally from this
experience. I also look forward to the challenge of learning more about the service of providing
electricity to customers and how this is accomplished at a public level.

Although I feel the community has suffered a great loss with the passing of
Pat Sutton it also gives the current board an opportunity to put in place a
person with a fresh look into an ever changing environment.
The last several years I have been in regular attendance of the TDPUD board
meetings. During this time I have developed a good understanding of the
base demands upon the district as well as the concerns of the citizens that it
services.
My position as General Manager of Glenshire Devonshire Residence
Association makes me highly accessible by the public and I am a regular
sounding board for Glenshire's residents concerns. I have a high interest in
power and water conservation and efficiency as well as an understanding
and interest in current State and Federal legislation. When you combine all of
these factors it will hopefully bring you to the conclusion that I can be an
asset to the District on many different fronts.
