Subject: Consideration of the Award of a Contract for the Re-Roof of the
District Headquarters Building
1. WHY THIS MATTER IS BEFORE THE BOARD
Board authorization is required for any expenditures in excess of $15,000.
2. HISTORY
Construction of the District complex began in 1986 with staff moving into the building
in August of 1987. The District complex roof is at the end of its useful life.
To replace the roof, a request for bid had been issued to re-roof the District complex.
Three replacement options were included in the bid package.
3. NEW INFORMATION
The project was advertised in the Sierra Sun on April 23, 2010. A mandatory pre-bid
walk through was conducted on May 5, 2010. The bid opening for the District Office
Re-Roof project was held at 2:00 PM on May 13, 2010. The District received eight
bids for the project.
The request for bids was broken down into three alternate different scopes of work
with the intent of maximizing the amount of roof replacement possible. The three
scopes are listed below include:
• Base Bid - replacement of the roof over the administrative offices
• Alternate A - replacement of the roof over the garages
• Alternate B - replacement of the roof over the warehouse
A summary of the break down of the pricing received is below:

Based on bid results, staff is recommending that the Board proceed with awarding the
Base Bid and Alternatives A and B. Totals are shown in the table below for this
proposed award. The basis of award is the lowest aggragate bid.

An irregularity was found in the low bid pertaining to the lack of wind uplift calculations
as required in the request for bid. Staff evaluated this irregularity and concluded that
the irregularity did not create an unfair bid advantage to the low bidder. Legal counsel
concurs with this assessment.
The bid from Alpine Roofing Co., Inc was determined to be lowest responsive bid.
4. FISCAL IMPACT
The bid price for the total re-roof is $383,161.00. The source of the funds for this
contract are 50% from the Electric Capital Reserve Fund and 50% from the Water
Capital Reserve Fund. Sufficient funds exist within both capital reserves.
5. RECOMMENDATION
1) Award the contract to Alpine Roofing Co., Inc of Sparks, Nevada for an amount of
$383,161.00 plus a 10% change order authorization for a not to exceed amount of
$421,477.00.
2) Transfer funds up to $210,739.00 from both the Electric and Water Capital Reserve
Funds to the Electric General Fund.
