Subject: Consideration of the Award of a Contract for Substation
Transformers
1. WHY THIS MATTER IS BEFORE THE BOARD
Board approval is required for expenditures in excess of$15,000.
2. HISTORY
The District is rebuilding the Donner Lake Substation to increase station capacity and
reliability, add another feeder, improve coordination with the adjacent transmission
line, improve protection of substation equipment, and provide compliance with current
code requirements.
The initial engineering work began on this project in 2007. Since that time, there has
been ongoing work associated with the design and permitting of the improvements
associated with this project. In July 2014, the Board awarded the electrical design
work to Trisage Consulting, and the civil improvement construction project to Longo
Inc. The civil improvements were accepted as complete by the Board on November
19, 2014.
3. NEW INFORMATION
The engineering design work associated with the electrical rebuild is on-going. In
anticipation of performing the electrical rebuild during the summer of 2015, staff is
proposing to purchase long lead time materials this winter.
A specification for a substation transformer was prepared and a request for bids was
sent out on November 14, 2014 and advertised on November 19, 2014. A total of ten
bids were received and opened on December 8, 2014. A summary of bids received is
shown below:

Bids with n/e * in the responsive column were not evaluated for compliance with the
spec, due to number of bids received.
The apparent low bidder, Fortune Electric, failed to meet the technical requirements of
the specification, hence their bid is non-responsive to District contract requirements.
The next lowest bidder, CG Power Systems, took exception to our standard contract
terms and conditions, hence their bid is also non-responsive to District requirements.
The lowest responsive bidder was determined to be WEG Electric with a unit price
including freight of $281,400. Due to the number of bids received, only the top 3 bids
were evaluated for compliance with the Contract.
4. FISCAL IMPACT
The FYI Budget includes funding for this project.
5. RECOMMENDATION
a) Find Fortune Electric's bid and CG Power System's bid non-responsive.
b) Award the bid for a substation transformer to WEG Electric in the amount of
$281,400, plus a 10 percent change order allowance in the amount of $28,140 for
an amount not to exceed $309,540 plus tax.
