SUBJECT: Considering Approval of a Professional Services Contract with JK
Architecture and Engineering for the District's Facilities Master Plan
Update for 2024

RECOMMENDATION:
Authorize the General Manager to execute a professional services contract with JK
Architecture and Engineering for the completion of the District's 2024 Facilities Master
Plan Update in the amount of$53,000, plus a 10% contingency authorization, for a total
contract not to exceed $58,300.
BACKGROUND:
At the June 5, 2019, Board of Directors meeting, the Board approved funding for a
project for the design and development of a Facilities Master Plan. JK Architecture and
Engineering (JKAE) was awarded the contract for the project.
JKAE developed nine facility development schemes and, in collaboration with District
staff, performed an analysis to identify two viable development scheme options,
Options D2 and E3 — Option 2.
Challenges with each of the selected development schemes and site locations were
identified with each option. In addition to existing challenges, new challenges and
considerations have been identified. Other considerations include the Town of Truckee
updated General Plan, local land use considerations, CARB Advanced Clean Fleet
adoption in 2023, ZEV charging or hydrogen fueling infrastructure, rooftop solar
photovoltaic installation, battery storage solutions, and micro-grid system integration
opportunities.
At the February 7, 2024, Board of Directors Meeting, staff presented an informational
workshop to provide an update of the Facility Master Plan project history and current
DRAFT status. The Board provided feedback from the workshop presentation and
discussion, which included interest in continuing to work with JKAE to bring the DRAFT
2020 Facilities Master Plan up to date to 2024 building code and development

requirements, with consideration to alternative opportunities, and current and future
regulatory constraints. The Board of Directors also provided feedback for staff to
explore alternative properties for potential relocation.
ANALYSIS AND BODY:
JKAE was nearing completion of the primary tasks outlined in the contracted scope of
work and provided a near-final DRAFT Facilities Master Plan in 2020, before the District
paused the project due to a re-prioritization of projects.
JKAE has since been able to complete the scope of work included in the original 2020
plan update. The District is now prepared to complete the updated 2024 Facilities
Master Plan Project, building upon the existing facilities assessments already
completed in the 2020 project, and expanding the scope of work to incorporate updated
2024 building code and development requirements, with consideration to alternative
opportunities, and current and future regulatory constraints.
Staff anticipates additional budget needs to support the 2024 Facilities Master Plan to
include the updated land evaluations, building requirements, and constraints. Staff has
solicited a separate cost proposal from JKAE for the 2024 Facility Master Plan
Update. Based on JKAE's performance on the 2020 plan, which produces in-depth
knowledge of the District's facilities, operations, and personnel, staff recommends JKAE
continue their work with the District under an updated professional service agreement.

FISCAL IMPACT:
The 2020 Facilities Master Plan project approved budget was $220,000. Final project
expenses were approximately $200,000, resulting in a savings of $20,000 on the

approved budget.
Staff received a separate cost proposal from JKAE for the 2024 Facilities Master Plan
Update project to update the DRAFT 2020 Facilities Master Plan to current 2024
building code and development requirements, with consideration of current and future
regulatory constraints. JKAE's cost proposal for the 2024 Facilities Master Plan update
offers a time and materials cost estimate range not to exceed $53,000. Staff
recommends Board of Director approval to authorize the General Manager to execute a
new contract with JKAE for the 2024 Facilities Master Plan Update with a budget of
$53,000, plus a 10% contingency, or $58,300. The Board approved FY2024-25 Electric
Utility capital budget has sufficient funds for the proposed services.
